Interim Head of Revenues and Benefits Akton Recruitment currently has an exciting opportunity for some with Council Tax experience to join the team within the Local Authority in the London as a Head of Revenues and Benefits This is an interim post for an initial 6 months - which will lead , direct and manage operational service areas : Council Tax, Housing Benefits and oversee a resilience contract for the provision of NNDR The post holder will require extensive / significant experience at a similar level leading both at a strategic and operational level for all services listed - further details of the role are provided in an indicative Job description Directorate: Transformation / Our Futures Job Purpose: - To be the strategic and operational lead on all matters relating to Revenues and Benefits within the Council. - To have autonomy within the Council for key decisions of a specialist service nature that determine the long-term development and delivery strategy of the Revenues and Benefits services within the department including inputting into the direction of Customer Services and influencing how the customer contact element is delivered. - To give high level policy and specialist advice to Cabinet, elected members and the Director across Revenues and Benefits including advice on delivery options and strategy, identifying longer term impact on the wider Council services, systems development and innovation, information management and the Council’s Transformation Programme - Develop, implement and manage delivery of strategic and operational plans and projects to provide the Council a cost effective and efficient Revenues and Benefits Service in association with partnership organisations - Provide leadership in developing effective partnerships with the Council’s key services and suppliers to ensure that data, information and knowledge available within the Council and its partners is accurate, accessible and relevant to the purpose of supporting excellent service to Revenues and Benefit customers - Provide the principal link between the Councils Transformation Programme and the day to day running of the Revenues and Benefits customers - To maximise Collection of Council Tax, Business Rates and reduce processing times for assessment of Housing Benefits and Council tax Support - To develop and maintain effective relationships with key partners, service providers, stakeholders and the wider community in order to facilitate the delivery of high quality services that meet the user needs - To manage the day to day operational aspects of Revenues and Benefits ensuring that the policy, processes and procedures are fit for purpose an updating / implementing where necessary - To ensure that all operational staff are aware and operating within the Policy and Procedures including those where there is no direct line management responsibility - To maximise the use and operation of all IT systems and related to ensure a streamlined cost effective Revenues and Benefits service - To be ultimately responsible for all Revenues and Benefits grant and subsidy returns, giving assurance to the S151 Officer before sign off Principle accountabilities - Provide the professional lead across all aspects within the complex Revenues and Benefits Service - Agree operational and revenue targets for the Service delivering these to support the Council’s strategic and financial requirements, actively pursuing further funding and income generation opportunities - Provider leadership, management and advice to the Council with regard to the development of corporate policy in areas of Revenues and Benefits services ensuring a clear and coherent approach: - Advise and communicate progress on the implementation of key decisions affecting the services to the Director, Service lead, Cabinet and CMT - Identify, communicate and brief appropriate service leads of impact of operational and strategic development of the Revenues and Benefits Service on wider Council services outside of the post holder’s immediate service priorities - Lead on continuous transformation and implementation of strategic arrangements on behalf of the Council to achieve cost effective and excellent customer –focused services - Develop operational and strategic decisions that support delivery of the Council’s Five year plan and Vision statement Support and make available resources for the growth and administration of BID (Business Initiative Districts) within the Borough - Support and represent the Director / Service Lead in serving the Leader and Cabinet, CMT on all Revenues and Benefits related issues For further information please call and ask for Jordan
