Overview

The Brief A housing development consultant is being sought to prepare a business plan to build c250 mixed tenure new homes, for one the Councils key regeneration initiatives The Council, in consultation with the local community, have agreed to demolish 184 units and build c250 new homes. An indicative cost for this development was estimated at up to £38 million, subject to surveys, planning and procurement. The exact estate design, number of units and tenure mix, and therefore cost of new housing would be dependent upon the housing need for the estate and the surrounding area. The assignment will involve: Establishing the project team. Gaining agreement on the site boundary. Undertaking an initial capacity study and a preliminary viability analysis. Identifying all relevant surveys (site investigations etc) that need to be undertaken. Drafting a business plan and timetable. Seeking approval from the Council (Officers up to the value of £250,000 otherwise Cabinet), to appoint master planning consultants to take the scheme to RIBA Stage 2 - Concept Design. Preparing the brief for the appointment of the master planners and associated consultants; and if Cabinet approval is not needed, overseeing the launch of the tender. The consultant will need to be: Experienced in in the housing development process, undertaking capacity studies, viability appraisals and business planning Strong communicator clearly briefing the consultants, where appropriate, engaging with tenants, Housing Service Teams, Council service areas, and housing partners, to enable a comprehensive joined-up business plan. Able to analyse, assess and manage the risks that could undermine a project, and identify solutions to keep the project on track. Be flexible and imaginative in maximising value for money and delivering a new estate that supports a sustainable community. Have excellent organisational and business planning skills to ensure the project is kept to timetable and achieves the financial and quality targets: and Be flexible and imaginative in maximising value for money and delivering a project that supports a sustainable community.
