R12 Project ManagerI.T. Portfolio Manager/Programme manager Nationwide Plans, directs, and coordinates activities to manage and implement projects from initiation to final operational stage, early life support and project closure Leads project team in determining business requirements and translating requirements into plans Ensures effective, timely and appropriate IT solutions are developed to fulfill the business requirements Determines, monitors, reviews and reports on all project attributes including costs, operational budgets, staffing requirements, other resources, dependencies and risks. Ensures that projects are managed to realize business benefits overseeing adherence to PMO governance and controls. Financial: Project Budget Organisational: Matrix management of project resources according to project size. Internal: Business Engagement Directors/ Managers, Business Stakeholders, IT Resources External: I.T. Partners/Suppliers Planning Plans, controls and manages the delivery of a project(s) to meet the agreed business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales and quality Ensures that all projects are appropriately planned as per guidance from the IT PMO Controls and Governance Models Conducts regular reviews and reports progress against the project budget and project plan Financial Responsibilities Budget Management – Defines & monitors all aspects of finance within a project including; operational budgets, risks, overspends, forecasting and budgeting. Monitors and controls resources, revenue and capital costs against the project budget and manages expectations of all project stakeholders Liaises with budget holders and sponsors to manage the project spend within agreed budget Ensures best value is obtained for the project including supplier base, use of resources and technology Operates the PMO’s risk framework to identify and manage the required outcome of potential risks and opportunities Operational Responsibilities Overall management of a project(s) Liaison, communication and effective management of suppliers, the Business and other functions to ensure each project’s effective delivery on schedule and within budget Reports on budgets, resourcing, project(s) status, risks and issues to the Portfolio Manager Plans resourcing within team to ensure the right staffing for project(s) Owns the project solution to ensure that the solution delivered meets the needs of the business (as defined by the business case) Delivers accurate benefit tracking, financial reporting and administration to support the management of projects Supports the definition, implementation and embedding of the IT PMO project management methodologies and governance frameworks Proactively provides recommendations to current ways of working within IT (to better align to the latest industry best practice). Also, supports the implementation and embedding of any changes to current processes Documents key processes within area of responsibility in a clear and concise way Actively identifies risks and escalates upwards to ensure appropriate risk mitigation (as appropriate) Stakeholder Management Recognises the importance of the stakeholder through gaining feedback and using it as a basis for decision making - shares key findings with colleagues Ensures team has high levels of engagement with the Business, developing effective working relationships at all levels by simplifying complex technical messages Conducts regular meetings and produces regular communications for stakeholders to keep them up to date with progress as applicable Actively works to establish a good understanding of the needs of the business to deliver a higher quality service to business Actively helps to identify ways in which technology can be used by the business to drive efficiencies and deliver greater value Leadership and People Management Matrix management of project resources Proactively takes responsibility, owns any issues arising and follows through to resolution Recognises how individual responsibility impacts team delivery and inspires others to do the same Proactively identifies areas for improvement, shares lessons learnt across the IT PMO and encourages others to do the same Makes time to coach and mentor other team members as appropriate
