People Lead 24 months FTC To be based in either London or Leeds Overview: CHDA mission is to help customers move forward with their lives by providing a quality, sensitive and respectful service. We deliver WCA assessments on behalf of the DWP, our current contract is planned to end in July 2021 and we are preparing to bid and win as much of the Integrated Health Assessment Service contract as we can within the parameters of the procurement. To help secure our future success as we prepare our bid, the role of the People Lead is to lead on and complete the HR activities necessary to respond to the requirements of the procurement, ensuring this is compliant with MAXMIMUS UK Services Ltd’sHR policies and practices. This role will be supported by the (CHDA) HR Director and Group HR Director. The role will be required to understand the current target operating model (TOM) and since the future service will deliver WCA as well as PIP assessments, there will be a requirement to consider the HR requirements of the future TOM and (i) support the solution design work for the future TOM from an HR perspective and (ii) support the development of the mobilisation, transition and transformation plan(s) which will deliver the future TOM from an HR perspective. The role will be the main contract for the TUPE projects and responsible for providing advice and guidance in relation to TUPE regulations and its application to the Bid Team and business. Liaising and meeting with transferee and transferor organisations to facilitate successful transfers. Gathering and provision of detailed Employee Liability Data. Identifying and understanding TUPE measures. The role will work closely with the Bid Team (especially the Bid Director and Solution Lead), Head of Recruitment, Head of Training and Development, Head of Engagement, HRBPs and other relevant stakeholders. Responsibilities: • To take full accountability for the people workstream for the Integrated service bid • Work closely as part of the bid team to develop and execute the people project plan to execute a successful bid submission and ultimately any potential TUPE • To work closely with key stakeholders in the People function to draw out key achievements delivered through the CHDA contract to support the preparation of the submission to the DWP • To work closely with key stakeholders to develop and pilot ideas to improve our service delivery Qualifications: • Extensive generalist HR Experience • Extensive large scale TUPE Experience • Project Management experience • CIPD qualified • Excellent working knowledge of employment legislation • Proficient in the use of Microsoft Office applications and HR Systems • Strong analytical skills - ability to analyse and interpret data • Experience of working in a bid environment, incl. preparing bid responses, participating in customer dialogue, leading a workstream Ability to build strong relationships • Ability to travel, car owner • Understand and ability to maintain confidentiality • Ability to work in a demanding environment • Excellent interpersonal skills • Good spoken and written communication skills • Demonstrates flexibility and adaptability to be successful in changing environment • Ability to influence and negotiate with managers at all levels • Commercially aware • Self motivated, pro-active • Good time management and organisational and planning skills
