The Business Planning Manager role: Supporting the Head of Portfolio, and in collaboration with the Programme Management Office Managers and other Heads of Departments, you will take the lead on business planning and performance reporting activities. You will be key in providing assurance to our Executive Leadership Team that The Authority is doing the right things, has the capacity to deliver and that appropriate controls are being followed to assure success. Responsibilities of our Business Planning Manager: - Lead the Heads of Department and the Executive Leadership team to facilitate a review of the Coal Authority’s 5 year business plan and lead on activities that determine the organisation’s strategic objectives and KPIs. - Develop and maintain the portfolio register of strategic change and the portfolio delivery plan. - Develop and maintain positive internal stakeholder relationships, influencing people at all levels including the Executive Leadership Team. - Identify and challenge resource, budgetary and other constraints within the portfolio on a quarterly basis and work with the relevant senior leaders to overcome them; providing creative solutions to a range of complex problems. - Manage the Coal Authority’s resource and capacity planning processes and reporting, aligning this to business planning and to the altering pace of change within the organisation, providing a holistic overview of total workload implications. - Provide governance through facilitation and coordination of the Coal Authority Investment and Opportunities Board, supporting the the Executive team in ensuring that we are ‘doing the right things’. - Support the Coal Authority’s risk management practices through the management of the Corporate Risk Register reporting which provides assurance to the ELT. - Provide management information as required to the Executive team, Senior Managers and other stakeholders, including the monthly report on portfolio performance. - Ensure that the requirements of the Authority’s health safety and environmental management systems are implemented and maintained within your department. - Embed HR policies and procedures leading to individual accountability, performance and development. - Act in accordance with the Scheme of Delegation and ensure propriety and regularity in the handling of public funds. What we’re looking for in our Business Planning Manager: - MS Excel intermediate level. - Extensive experience in leading and managing strategic planning or portfolio planning activities. - Line management experience. - Experienced in engaging with executive level stakeholders. - Ability to use positive language and creatively problem solve. - Ability to persuade and influence at high level, effectively dealing with challenging situations. - Excellent planning and organisational skills. - Accuracy and attention to detail for review of management report information and information for Board papers. - Identification of risks and ensuring appropriate control measures are implemented and monitored. - Excellent communication and interpersonal skills. - Ability to develop constructive professional relationships with internal and external customers. - Collaborate with wider organisations, network and benchmark. - Engage and operate effectively with stakeholders.
