Surveyor - Property Asset Management Permanent, full time contract Salary - £37,842 to £40,728 pa with a potential market factor supplement of up to £50,728 pa (The current £10,000 market factor supplement will be reviewed annually) Do you get excited about optimising the use of property assets for the public good? The role We are looking for a full time Surveyor, who will support the day to day management of the Council’s commercial estate You will be required to carry out all surveyor responsibilities within the Council’s commercial estate (land and building for occupation and investment) to meet the Strategic Asset Management Plan, corporate objectives, and, by generating income, supporting the delivery of excellent services. You will be responsible for a specific commercial asset portfolio, or portfolios, and will assist the Senior Surveyors and the Head of Property Asset Management to create and implement asset specific strategies (retail, rural, industrial, general/other) within an overall Commercial Asset Strategy, ensuring asset optimisation, reducing expenditure, increasing income, developing and maintaining a fully occupied well balanced portfolio whilst ensuring compliance with all Council policies, procedures and legislation. You will continually work to maximise income and reduce expenditure from the Council’s commercial property portfolio, raise standards and support excellent service delivery. The team SPS is a growing team of public sector property professionals, who are passionate about optimising Enfield Council's property assets to create community dividends. We have created an ambitious new Strategic Asset Management Plan for Enfield, which will deliver on the Council's broadest corporate objectives, including economic growth, diversity, sustainability, well-being and new homes. We manage all 1,100 of Enfield's non-housing assets, from our own operational accommodation, to industrial estates, retail assets and farms in the Green Belt, with a current income of c.£8M p/a from our investment estate. We act as the Council's Corporate Landlord, responsible for ensuring compliance across the portfolio. We undertake all aspects of property asset management, from leases and licences, to disposals, acquisitions, development deals and joint ventures. We are the custodians of all Enfield's Property Information and operate the Council's Asset Management System. We are also growing the Council's capacity and capability in Geographical Information Systems (mapped data). Our aim is to have a comprehensive and qualified property team, to provide Enfield Council with an exemplar professional property service. The requirements You will be a member of The Royal Institution of Chartered Surveyors or an Associate Member with several years of relevant experience and working towards completion of the Assessment of Professional Competency (APC). You will hold a relevant property related degree (RICS Approved) or equivalent professional property qualification. You will have sound asset/estate management knowledge and proven competency at Surveyor level in commercial and/or public sector surveying across a diverse mixed-use commercial portfolio. Experience in undertaking Landlord & Tenant matters such as lease renewals, rent reviews, estate management, valuations, acquisitions, disposals, rating as well as regeneration projects are key requirements for this role. You will bring experience in supporting a commercial/investment portfolio whilst assisting with creating opportunities to generate growth, income and maximise commercial potential. You should demonstrate good problem-solving skills and have experience of working with a variety of client groups collaboratively within an asset management/estate management team to deliver projects on time, within budget whilst responding positively to changing/competing demands.
