Overview

You will lead the Facilities and Property Asset Management Team and be an active member of the Finance and Business Services senior leadership team, reporting directly to the Deputy Director – Estates & Commercial. You will be responsible for planning and delivering the work of the team as well as being Senior Responsible Owner on projects as the need arises, for example Smart Working where you will lead on the development, implementation and review across HMLR, effectively managing and communicating the business change. You will lead on environmental sustainability policy and seek a continuous reduction in our carbon footprint and our environmental impact as an organisation. You will ensure that we adopt best practice in property management and management of the built environment and within government in terms of Managing Public Money, legal requirements and codes of practice. You will lead on the implementation of the current estate strategy including modernisation and right-sizing the estate to help with recruitment and retention by providing our people with great places to work. You will deliver property / estate management professional services such as; landlord and tenant; acquisition and disposal of leasehold and freehold property; valuations; building condition surveys, forward maintenance planning, property relocations, fit-out, refurbishment and workplace design. You will lead on development, delivery and review of facilities and workplace management and strategy and implement, review and develop the Health and Safety policy, audit and continuous improvement. As budget manager you will lead the budget planning and bidding process for ensuring budget is effectively managed in line with delegated limits and Managing Public Money. Head of Facilities and Property Asset Management Responsibilities: You are a qualified property professional with experience of managing a large portfolio of buildings and associated facilities management services. You have a successful track record in developing and delivering Real Estate strategies for a large and complex international or national organisation, involving feasibility analysis, scenario planning and development of analytical toolkits. You will be able to evidence your experience in leading and delivering complex, multi-discipline property projects, large refurbishment projects and property relocations. It will be clear that these projects will have been delivered to time and within budget, using FM and project and portfolio management techniques. You will have knowledge of Smart Working and broad knowledge of the scope and scale of the property life-cycle. You can evidence your leadership skills and experience of influencing stakeholder relationships at board level. You will hold a professional membership / qualification of a relevant professional body including; MRICS, CIWFM, RIBA, ICE, IET, MCIOB or similar relevant equivalent.
