Pre Construction - Project Manager

Job Description
What is the purpose of this role? Pre Construction design, scope and specification for Major/Minor Projects and Asset Replacement, or any other project as directed by the Additional Works Senior Project Manager. The PM is required to procure and oversee the Consultant management of all supporting surveys, Structural, Contaminated Land, Ecological (including Bats), Asbestos, Utility Searches, Noise & Air Quality etc as required in support of the Project, and obtain all relevant Statutory approvals. The PM will ensure the client expectations (as outlined in the Strategic Brief, Asset Management Brief or eINW instruction) on delivery of the projects are managed and agreed programmes are met and ensure that the pre construction process has been adhered to, ensuring that the operations team are given sufficient time and information to deliver the projects. Retain ownership to provide support and advice to the delivery team throughout the build phase. What will this role involve? * You will work closely with the Principle Designer to ensure that Health and Safety requirements are assessed including Health and Safety risk assessments and pre-construction Health and Safety information * Oversee the effective, compliant and timely delivery of the Pre Construction phase of Additional Works in accordance with Government Regulatory and Statutory undertakings, complying with all Health & Safety and Environmental standards and policies. * Ensure best value has been adopted when selecting a specialist supplier * Confer with local DIO representatives, the Local Customer Service Representative and the relevant Site Manager to agree scope & priorities of Additional Works on a regular basis. * Identify opportunities on establishments that will support the MoD's carbon reduction targets. * Support management in providing optimal solutions to customer requirements to resolve end user issues. * Prioritise projects to ensure the clients requirements are met and expectations managed throughout * Ensure Quality Assurance and Health and Safety systems are complied with on all project works that post holder have been allocated. * Adhere to the Pre Construction process maps and procedures * Ensure that the project tracker is updated on a weekly basis and reports are up to date and available for client and Additional Works Managers queries Qualifications/Experience: * Significant front line management experience in construction, property maintenance or related field * Degree in Building/Civil Engineering related discipline or above * Good working knowledge of Health & Safety legislation * Good knowledge and experience of working within strict ISO policies and processes * A general manager with experience of planning complex, multi-site operations * Excellent management skills Essential training and qualifications: * HNC level qualification in a Building/Construction/Civil Engineering or Electrical/Mechanical Engineering or a related discipline or equivalent experience * Management level qualification in H&S and Environment (e.g. SMSTS) * Continuing Professional Development Essential skills and experience: Experience in Building Surveying/Project Management, with skillset including: * Sound building technical knowledge * Stakeholder management * Management of costs * Scope/specification writing * Experience of SOR's * Planning, directing and controlling activities * Management of Safe Systems of Work supervising site operations, including: * Planning, directing and controlling activities * Agreeing scope and priorities of work * Proactive performance management * Ability to solve problems and make decisions
