About the Group Corporate Centre Group The Corporate Centre Group provides corporate systems, services, solutions and facilities to enable HM Treasury Group to deliver effectively and efficiently. It consists of Human Resources, Finance, Finance & HR Operations, IT and Facilities, Management Information, Correspondence and Information Rights, Estates, Security, Information and records management. We provide a vast array of services and solutions that enable the Treasury Group and its partners to operate effectively About the Team HM Treasury's Finance Team, within the Corporate Centre Group, comprises approximately 25 staff based in London. We are responsible for providing sound financial management advice and information for internal use, and accurate information for Parliamentary control and public accountability purposes. The Financial Management team provide financial insight and decision support to policy teams so that they understand the financial and budgetary impact of their policy as they develop it. The team are also responsible for managing the business planning, budgets and spending of HM Treasury and liaising with Arms Lengths Bodies to monitor their budgets and spend. Key accountabilities 1. Complete the monthly management accounting process for a portfolio of service areas, including accurate accruals, forecasts and adjustments in dialogue with the Finance Business Partner and the group management support teams (GMS). 2. Produce monthly financial management reports for groups, including commentary on variance analysis, reporting accurately to the Finance Business Partner the income and expenditure in terms of budget, actual and forecast. 3. Work collaboratively with the other Management Accountants to ensure that inter group transfers and transactions are recorded accurately and timely adjusting between accounting periods as needed; enabling early escalation of financial irregularities to the Finance Business Partners and Head of Financial Management, so corrections can be made in the appropriate accounting period. 4. Support the workforce management and planning for groups, which includes staff in post returns, headcount reconciliations and correcting payroll errors both efficiently and effectively. 5. Build and maintain effective working relationships with key stakeholders, including GMS teams, central finance colleagues and HR colleagues. 6. Support and provide the Finance Business partner with analysis and detailed reconciliations to enable them to advice on strategic decisions with the Senior Civil Servants (SCS) across the Department. 7. Share 50% line management of an Assistant Management Accountant, instructing them as needed to support the reconciliations, analysis and journal creations to correct and adjust the financial transactions on the general ledger within the appropriate accounting period. 8. Work in partnership with the Finance Senior Management Team to build capability across the function. Required Qualifications: CCAB Part Qualified Accountant or AAT Required Behaviours, Experience and Technical Skills: 1. Experience of producing management accounts 2. Understanding of the public spending and reporting framework - including budgets, estimates, financial reporting and public sector finances. 3. Strong ability to present financial analysis in a form that is suitable for non-finance colleagues 4. Good verbal and written communication skills with all levels of staff 5. Knowledge of various IT & finance systems - Preferably Oracle and Excel including statistical functions, data manipulation and presentation The lead criteria is: Experience of producing management accounts If we receive a large number of applications, applications will be assessed against this criteria alone first.
