Job Description
The post will be the Principal Finance Manager within the Management Accounting Function and will lead the development of management accounting policy, working with management accountants across all divisions, SG, NES and other Boards, to develop best practice and make most efficient use of technology to met users needs. The postholder will develop competency frameworks for management accounting and develop training programmes. The post holder will line manage and support the 3 senior management accountants in the acute division ensuring forecasts and risk assessment are on a consistent basis, pulling together the overall position for the acute and ensuring effective arrangements are made for financial management of complex high value areas across the acute division such as the capacity plan and drugs. The post holder will develop methodologies to ensure financial information is linked with activity changes and workforce drivers to provide a clear picture of cost drivers and trends. The post holder will act as a point of expertise on costing models devising the most appropriate models for NHS Lanarkshire. The post holder will maintain a good understanding of patient flows in to and out of Lanarkshire to ensure income recovery from other Boards is in full and service opportunities for repatriation are properly understood and costed. The post holder will lead the SLA discussions for Lanarkshire services provided by other Boards. The post holder will ensure the set aside budgets for IJBs use best available methodology and will ensure the financial modelling of service change , either as part of the clinical strategy or IJB strategic plans for acute is on a reliable basis. The post holder will be the finance lead for the overall acute efficiency programme, ensuring adequate monitoring, prompting remedial action when slippage occurs and generating further ideas through networking, research, benchmarking and analysis. The post holder will deputise for the deputy director of finance in any of their acute duties or in discussions with other Boards about the acute services they provide. The post holder will support the Director of Finance in overall financial planning by developing financial modelling and scenario planning for key changes that impact both on the acute and wider NHS Lanarkshire. The post holder will ensure, by working with the Director of the Medical Education Centre, that the appropriate controls are in place to monitor the application of the Board's ACT monies. This will involve not only meetings with the Director but also accompanying the Director to the West of Scotland ACT Group quarterly meetings. Applying candidates must be educated to degree level or equivalent with significant financial experience at senior level within a large complex organisation; CCAB, CIMA or overseas equivalent Qualified Accountant; well developed knowledge of issues affecting the NHS and their impact on financial strategy and management; well developed knowledge of resource allocation and costing models within the NHS; strong persuasive and influencing skills with the ability to present ideas and proposals and produce complex reports effectively at a senior level; practical experience of applying relevant business and financial support tools; demonstrate a track record in collaborative working that produces results; demonstrate leadership and influencing skills and have a proven track record in developing structures and/or systems to support the attainment of organisational goals; demonstrate integrity and effective management skills enabling the successful delivery of redesign programmes to improve services; ability to develop and maintain effective, positive relationships with key partners.
