An appropriate driver's license may be required for the position. * The position may be designated as Key or Emergency Essential (E-E) - check local requirements to determine if this position should be designated as Emergency-Essential for OCONUS, or Key for CONUS (indicate on coversheet). * Disclosure of Political Appointments ### Qualifications SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes management oversight for activities assigned to the Housing Management Element of the Civil Engineer Squadron. Provides systematic and integrated management of the environmental, housing, and asset accountability functions to effectively execute the installation's mission, sustain quality of life and optimize delivery of products and services. Services provided directly affect a limited geographic area, such as a small to medium (under 4000 serviced population) military installation or comparable activity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of asset management processes required to integrate enterprise-wide built asset investment decisions; housing asset management and asset accountability principles, applicable laws, and Department of Defense (DoD) concepts, theories, policies, directives, and procedures; common business and economic principles, theories, concepts, and procedures; resources principles and standards; and of the DoD Planning, Programming, and Budgeting system PPBS. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Ability to monitor all aspects of housing management, assess customer experience and identify, develop, and implement initiatives to improve customer service and experience. 4. Ability to interpret and implement Federal, DoD, HQ USAF, and MAJCOM housing and furnishing management principles, theory, policies, directives, and procedures. 5. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government and industry.
