Purpose of the role: Working closely with the Head of Market Access & External Affairs (MAEA), this individual will be an integral part of the MAEA team responsible for delivering successful Market Access strategies across all franchises, exploring long term opportunities for the wider pipeline and representing BMS at high-level industry forums. The Head of HEOR will have a strong health economics success rate within the pharmaceutical industry. Given the Global importance of UK HTA decisions and the spillover influence these decisions can have in other markets and regions this role will also be a key supporting member of the WW team including taking a leadership position in early input into clinical studies (DEX). The individual in this role will also be expected to play a significant and influential role at the ABPI Trade Association and help lead and drive projects in relation to 'Value & Access'. The role holder will have established relationships with HTA and government officials involved in HTA, Patient Access Schemes and Commercial Access Arrangements, and wider related policy issues, across the UK and Ireland, and have the presence and expertise to meet with these officials to articulate BMS concerns and seek policy evolution. They will be a strong first and second line manager, with full first line management responsibility for the Health Economics and Outcomes Research (HEOR) Leads and Real-World Evidence (RWE) Lead. They will also be a strong leader capable of supporting, coaching and mentoring other members of the wider MAEA team, being an integral part of the MAEA leadership team. Role and Responsibilities: Core Responsibilities First line management responsibility for the HEOR Leads and Real-World Evidence (RWE) Lead. Manage and develop HEOR Leads and RWE Lead, and ensure effective recruitment, training, evaluation, motivation, incentives, compensation and performance management for the whole HEOR and RWE teams. Strong collaboration with clinical, medical and marketing stakeholders across the business units in a matrix organisation. Strategic Leadership and oversight on Health Technology Appraisal (HTA) submissions for BMS products in the UK and Ireland. Providing leadership and oversight to direct line reports and their teams on all submissions. Strategic forward planning for new indications for existing products and the future pipeline in the context of optimising local, European and Global patient access and maintaining an Enterprise view. Set the strategic direction for the HEOR and RWE team, for example ensuring the UK has a significant voice in the DEX process. Work closely with PAGA, Pricing, HEOR and Payer Customer Marketing teams to define and develop an in-depth understanding of current and future service models and contracting mechanisms which impact access to our strategic brands - translating these into a meaningful access strategies for the brand teams. Demonstrated experience conducting outcomes research, health economics research, health services research and when appropriate the NICE Scientific Advice service. Team Management Development of the HEOR & RWE team using appropriate resources. Support the development and implementation of Individual Development Plans. Coach and support the HEOR & RWE team in all their activities. Develop a culture of reward and recognition. Own the recruitment, talent and succession plan in close collaboration with HR and the Global organisation. Ensure effective management by the HEOR & RWE team of external HTA consultant/agency relations. Drive HEOR & RWE Excellence, review and approve market access plans and ensure completion of all key tactics by the HEOR & RWE team. Responsible for ensuring all horizon scanning across the UK & Ireland is accurate and up to date and where relevant, appropriate bodies are well informed of developments with the full BMS portfolio. External engagement Support and implement BMS corporate initiatives. Represent BMS at high-level industry forums. Development and influence of key access stakeholders.
