Overview
For some time, HM Treasury has been considering the case for a second policy location outside London, setting up and leading the programme management office for a new initiative that will change Treasury through the establishment of a new policy office in the north of England. We want to attract a greater range of diversity and perspectives to strengthen our teams' ability to advise Ministers and develop economic policy. This will also allow us to be more reflective of the country as a whole. A second location will support the government’s levelling up agenda and help shift the gravity of economic decision making away from London and the south east. To do this efficiently, HM Treasury will need to change the way it works, both in terms of how and where we develop policy and make decisions and in the technology we use to support our teams. Currently, our policy development capabilities are based in a single office in London, with a small office in Norwich that houses Treasury Group Shared Services. Our intention is to move away from this model and locate policy officials in a new office in the north of England. We know this will require significant culture change across the whole department to ensure the new location is effective in the long-term. This new multi-site model will help our efforts to recruit and retain a high-performing and diverse workforce that is representative of the public it serves. We are looking for someone with experience of managing business change, including knowledge of change management fields, approaches, tools, and methodologies. A hands on approach to change delivery is a must, as is the ability to build and run strategic and long-term relationships with key internal and external partners at pace, using excellent presentation, written and interpersonal skills. Key accountabilities will include: Developing the business change strategy for change initiatives using a range of strategies, analytics and plans. Completing comprehensive change impact assessments for all projects, and producing high quality documentation which dovetails with project plans. Designing impactful deliverables to ensure the business change strategy is efficiently completed. Developing tactics to engage with partners across the business and support them through change. This will include coaching the project team, senior leaders and sponsors to be effective in leading business change. Delivering high quality communication and utilising a range of channels. Identifying metrics to track the realisation of defined business benefits. Performing change readiness assessments and identifying and reporting risks to project managers. Prosci business change qualification or equivalent people centred change management qualification is highly desirable.
