Procurement Lead Are you looking to work near the City? Perhaps with reputable Local Authority? An exciting opportunity has arisen for a Contract Resourcing Team Leader. Post: Procurement Lead Package: Circa £58,000 to £71,000 with a wide range of benefits that can be tailored to suit you, including 25 days annual leave and much more. The Contract Resourcing Team Leader will oversee the detailed scoping and procurement of work packages, ensuring relevant legislative compliance is considered and delivered throughout, from setting the technical standards through to making sure robust scoping surveys are undertaken and work packages reflect the Council's technical requirements and resident feedback. The post holder will make sure scoping packs are sufficiently detailed to support leaseholder consultation and that residents are very clear on the requirement for the works. These scoping packs will be used for mini-competition processes either using the Council's framework or a third party framework. The post holder will also be responsible for procurement strategy development and implementation, making sure that the Property Management Division has a range of contracts in place to deliver services to residents and statutory requirements. This will also take into account the Council's approach to responsible procurement, Social Value and the desire to see a higher proportion of work delivered or managed directly by the Council. The post holder will manage a team of quantity surveyors and support work across the Division to manage costs robustly. The team will also evaluate business cases and early warning notices submitted by contractors. The post holder will lead on leaseholder enquiries in relation to the detailed scoping packs with support from engagement personnel, in house surveyors and consultants as required. The post holder will manage a team of Quantity Surveyors, Technical Standards officers, Building Surveyors and Commercial Project officers. The post holder will engage consultancy support and specialist suppliers as and when required. Requirements Knowledge of building surveying and building pathology Experience of developing technical standards documents, employers requirements and pricing schedules Extensive knowledge and understanding of construction services and asset management Experienced in the commercial management of contracts and be confident when reviewing or undertaking complex financial analysis. Knowledge and understanding of key developments in procurement strategy and contract administration, including the use of partnering and framework agreements Knowledge of contracts pricing models and cost benefit analysis Knowledge of leaseholder management, consultation and service charge arrangements Knowledge of the main forms of contract available to deliver construction projects and responsive repair services Knowledge of construction contracts and property law Understanding of needs of user groups in the design and construction process Strong negotiation skills, evidence of commercial acumen and robust contract management Strong budget and financial management experience as well as benchmarking, open book accounting and final account processes Proven experience in the commercial management of contracts Experience of liaison with residents and communities in relation to construction and works activities Experience of complex project/contract management and performance management Experience of working effectively with politicians, providing balanced advice and guidance on strategic and operational issues.
