Overview

Learning & Development Manager Based from any of our offices in London, Edinburgh, Cardiff and/or Belfast £Competitive Team Overview We're looking for a Learning and Development Business Partner with a strategic mind to be part of our exciting People & Transformation Team. Your role will be to enhance the learning and capability development across Ofcom by ensuring that Ofcom possesses the required capabilities needed for the future. This role will have oversight of the People & Transformation L&D budget, engage with external learning providers, including the core learning management system, and drive the internal Ofcom learning offering through face-to-face and digital courses. Requirements of the Role Designing, communicating and implementing the Ofcom L&D Strategy: - Implement the ambitious Ofcom L&D Strategy, staying connected with relevant best and emerging practices externally in order to assimilate this and continually iterate the L&D approach within Ofcom. - Ensure the delivery and evaluation of all learning and development initiatives through oversight of Ofcom’s total learning offer; creating and responding to the emerging picture of learning needs based on future workforce requirements. - Working closely with the Talent & Skills team, Culture and Leadership team and the HR Business Partners to define the annual L&D budgets and communicate the budget rationale to relevant stakeholders (full L&D budget of circa £1-1.5m per annum including the mandatory learning agenda). - Support ongoing partnering work with a range of stakeholders to understand Ofcom’s capability needs now and for the future and working with business leaders using insight/data to monitor and close the capability gaps. - Develop appropriate feedback loops and evaluation measurements for learning initiatives at Ofcom to ensure high-quality experiences with measurable capability shifts. Learning Management System (LMS): - Work with the People Technology Consultant to manage a high-quality LMS, directly controlling L&D content to provide a dynamic, relevant and user-friendly system. - Work with the Internal Communications team to drive engagement with the LMS, continually evolving the ease of access to curated content for colleague groups. Managing internal stakeholders: - Manage 1 FTE, the Learning & Development Co-ordinator, ensuring that they are addressing the day-to-day delivery of internal courses and leading on the management and updating of the LMS. - Develop strong partnerships with both internal and external learning providers (10 L&D Representatives across Ofcom, 30 Coaches and Mentors, and multiple external suppliers). - Manage specific procurement exercises for Learning & Development supplier contracts and systems. Skills, knowledge and experience - Excellent business partnering and stakeholder management skills and the ability to challenge and influence appropriately as required; a skilled influencer who can demonstrate high levels of HR credibility coupled with the ability to build relationships at all levels quickly. - Excellent project management skills, including the ability to manage a varied and demanding workload and to prioritise effectively in an agile manner. - Advanced knowledge of learning theory and design, and knowledge of leadership theory and leadership training approaches. Although delivery will be a minimal requirement, you will offer expert advice and supervision to others. - Experience of managing improvement initiatives across both face-to-face and digital learning. - Budget management / financial understanding.
