Overview

We are excited to be working with a large organisation in central Cardiff to help them fill a key role of Group Financial Controller. We are looking for a qualfied accountant with strengths in leadership, team management and excellent communication skills. Responsibilities particular to this post Work closely with the Executive and managers, providing them with expert guidance, coaching and support on all financial and risk management activities, including, but not limited to, budgeting, planning/monitoring of capital and investment projects, grant and special purpose fund compliance, statutory reporting, contracting, procurement, VAT and taxation, corporate structures and regulatory compliance. Develop expertise in financial, procurement, taxation and regulatory compliance matters and developments in order to be the main advisor to the Executive and managers on compliance and risk in these areas. Take responsibility for the preparation and quality of all statutory and management accounts, forecasts, budgets, financial health reports, statutory returns and such other reports as may be required, in accordance with the agreed timetable. Ensure that the year-end statutory accounts for all entities within subsidiary companies are prepared to a high quality, comply with appropriate accounting standards, legislation Develop excellent relationships with budget holders and provide appropriate advice, support and training to enable them to meet their financial and non-financial performance targets. Ensure that the Group’s financial regulations, policies and procedures are monitored and updated on a routine basis, ensuring effective financial control and compliance with all relevant legislative and regulatory requirements. Develop expertise in the Group’s financial regulations, policies and procedures, and devise a programme of ongoing training to ensure that the Executive, managers and staff have a clear and appropriate understanding of their responsibilities in this regard. Monitor and develop financial processes, systems and controls on a routine basis, making or recommending changes as necessary in order to achieve excellent standards of efficiency and effectiveness, with due regard to best practice. Take responsibility for the preparation of the Group’s annual budget and mid-year review ensuring that they are prepared in accordance with the annual timetable and regulatory requirements. Take responsibility for the preparation and implementation of the Group’s procurement strategy. Ensure there are effective procurement policies, systems and processes concerning buying, ordering and tendering that comply with all appropriate legislation, demonstrate best practice and secure value for money. Ensure tuition fee and student financial support policies, procedures and management arrangements are in place to: o support and contribute to the delivery of Group strategic priorities; o comply with statutory and contractual requirements; and o ensure effective communication to staff and students in a cost effective manner. Design and implement the necessary policies, controls and records to protect the Group’s assets and address any potential areas of risk. Ensure that VAT and Corporation Tax returns are prepared accurately in accordance with statutory requirements and deadlines, and that appropriate planning and compliance arrangements are in place in respect of all taxation matters related to the Group’s activities. Take responsibility for liaison with the Group’s internal and external auditors, ensuring recommendations are actioned in a timely manner. Take responsibility for preparing all reports for the Audit Committee and other sub-committees Ensure that effective policies, procedures and controls are in place to manage the Group’s Treasury and banking arrangements including investments and borrowings. Represent finance and actively participate in various internal groups and committees across the Group and, as appropriate, external to the Group Undertake other tasks/projects as agreed with the Executive and Managers.
