Senior Commissioning Officer – Southwark Salary: PAYE £321 Full-Time (37 hours) Purpose of the Job To develop and implement robust governance arrangements for the department’s commissioning activity, translating the commissioning intentions set out in the department’s business and partnership plans into a programme of work for the commissioning team. To lead the joint commissioning of services for Children, Adults and Families, working with a range of partners across the statutory and private and voluntary sectors including the NHS to develop robust, integrated commissioning structures and processes. To build, maintain and work co-operatively with relevant services managers, providers and officers from across the department and the Council to ensure that commissioned services meet the continuing and changing needs of children, adults and families. Principle Accountabilities To develop strategic priorities and lead the work on the design and commissioning of services for Children’s, Adults and Families, in order to improve quality, value for money and reflect national and local priorities. To be responsible for the delivery of complex project plans, monitoring and managing progress and taking responsibility for problem solving and resolving issues to ensure individual projects and the wider commissioning programme remain on track to deliver on time and in budget. To lead on specific commissioning projects that help shape and influence the provider market to deliver the departmental priorities including the development of market management and development strategies to deliver greater choice and control for service users. To work closely with finance, procurement and legal officers to ensure procurement processes are timely, competitive, transparent and equitable. To ensure that accurate and reliable data is collected and maintained on relevant Business Systems in the manner and frequency required To develop and maintain expert knowledge on relevant legislation, guidelines and government policy in relation to children, adults and families in order to support and develop effective collaboration with service managers from across the Department. To research, collect, collate and analyse information about the local market in order to identify changes or developments in service provision, develop the local market and ensure a relentless focus on efficiency and value for money from commissioned services. To lead cross-departmental projects, creating flexible, outcome-based, fixed-life project teams to deliver the rapid changes required by the new local and national policy and financial frameworks To work closely with strategy, performance and public health leads to contribute to the planning and delivery of the Joint Strategic Needs Assessment and Health and Wellbeing Strategy To facilitate stakeholder involvement in service re-design and development, ensuring proper involvement in decision-making undertaken by the relevant partnership or governance groups by organising and chairing workshops, consultation events, information events, forums and steering groups as appropriate. To represent departmental commissioning at cross agency strategy, planning and development meetings, and contribute to the development of new inter agency initiatives across the children and adult’s system in Southwark. Work with colleagues involved in commissioning and procurement across the Council to ensure that Departmental and service user interests are properly reflected in the work of other areas of the Council. Carry out the duties and responsibilities of the job in accordance with the Council’s Health and Safety Policy and relevant Health and Safety legislation and to actively promote equalities through the application of the Council’s employment practices and procedures in accordance with relevant legislation and best practice guidance, To chair meetings, including inter-agency, multi-disciplinary meetings as required. Undertake other duties appropriate to the post that may reasonably be required from time to time. Job Context This post has no direct line management responsibility, but will take lead responsibility for project management to ensure the service delivers on the Commissioning Programme. The post holder may be required to work outside of normal working hours in accordance with service needs.
