Overview

My Client Walsall Council is looking for an experienced Business Analyst to join the ICT team on a temporary basis for 12 months initially, this is a fantastic opportunity to make a real difference within the borough whilst adhering to the Council's core values: Honesty and Integrity, Innovation and Collaboration, Value for Money, Listening and Responding and Fairness and Equality. Pay rate is £15.21 per hour (PAYE), holiday hours are accrued throughout the assignment. Main purpose of the job role: To help thecouncil implement technology solutions in a cost-effective way by determining the requirements of a project or programme, documenting them and communicating them clearly to stakeholders, facilitators and partners. To work with a wide variety of stakeholders including business and technical teams, developers, testers and thirdparties where appropriate, to collate, understandand interpret business needs and requirements, translating them into detailed functional specifications which support the delivery of robust technological solutions. Work alongside Programme and Project Managers to support business case production with definitive information, identifying strategic and tactical benefits and providing recommendations one merging trends. MAIN ACTIVITIES: Contribute to the creation of business cases to support changes to technology solutions and projects by applying a systematic approach to the collection and analysis of business information-creating a clear and unambiguous view of the 'AsIs’ position of the processes and activities undertaken. Using industry standard tools and techniques to gather data, information and intelligence about current and future methods of business working. Design, develop and implement the most appropriate methods for data capture-this may involve workshop design and delivery with business and technical representatives, face to face interviews and questionnaire design. Able to analyse significant volumes of data and synthesis this as a key part of a business case. Present findings in a clear and unambiguous way to keystakeholders who have contributed to the data collection activities. Person Spec Excellent analytical, lateral and critical thinking skills evidenced through the ability To effectively define problems and assist in solution identification Comprehensive working knowledge of business analysis tools and techniques including but not limited to: Requirements engineering and techniques-requirements elicitation, analysis, validation, documentation and management. Business process modelling techniques and methods (current and future state). Visual modelling. Knowledge of business process re-engineering methods, tools and techniques e.g. Lean, Six Sigma. Strong business analysis background with a focus on ICT change and delivery. Significant experience in the application of business process modelling techniques gained within a technology focussed environment. Experience of working in both Agile and Waterfall environments. Experience of delivering small, medium and large IT change as part of a multidisciplinary delivery team. Analysis of redesigned business processes using standard business process re- engineering techniques e.g. Lean, Six Sigma. Qualification in project management is desirable. A professional diploma at an advanced level is required - which could be one of the following: BCS (formerly ISEB) International Diploma in Business Analysis or current Certified Business Analysis Professional (CBAP®)/Certification of Competency in Business Analysis (CCBA®) or equivalent.
