ICT System Improvement Officer

My Client Walsall Council is looking for an experienced System Improvement Officer to join the ICT team on a temporary basis for 12 months initially, this is a fantastic opportunity to make a real difference within the borough whilst adhering to the Council's core values: Honesty and Integrity, Innovation and Collaboration, Value for Money, Listening and Responding and Fairness and Equality. Pay rate is £15.21 per hour (PAYE), holiday hours are accrued throughout the assignment. Main purpose of the job role: To manage and lead upon the implementation of strategic technical and business change ICT projects and service improvements initiatives. Responsibility for the delivery of initiatives and projects to a specified time and budget, whilst ensuring quality and mitigating against risk; to ensure the change is managed effectively by leading and working with relevant staff within the business MAIN ACTIVITIES: To lead on the successful implementation and delivery of large scale complex projects on time, to budget and of the right quality using Walsall Council’s project management methodology and other relevant project management techniques (Walsall Change Approach). To produce, maintain and review complex integrated project plans and other project documentation to enable projects to be managed against a clear set of defined deliverables and milestones. Manage, track and report upon project budgets (to the value of c£500,000) and realisation of benefits over the lifecycle of the projects; ensuring that all expenditure is reconciled back to the project(s) in a timely manner Analyse and interpret complex data from a range of sources conducting independent research to draw conclusions and deliver these to the appropriate teams. Person Spec: Substantial and recent Project management experience. Develops effective partnerships and responds to external pressures - works well with others, demonstrates an external focus. Experience of leading on a wide range of multi disciplinary ICT projects and an in depth knowledge of a variety of project management tools and techniques. Knowledge of ITIL or other appropriate methodology. Extensive experience of leading, managing and motivating project teams in an ICT environment to achieve business objectives and goals. Experience of ICT financial management ,regarding accounting, budgeting and charging of ICT resources. Must have experience delivering complex large scale ICT and business change projects. Must have worked within an agile project management environment. Competent in the use of MS Project and Visio. Project management qualifications i.e Prince 2, Scrum, Six Sigma, Lean, MSP Practitioner, Business Analysis or significant project management experience. This role would suit somebody that has worked on senior 2nd line, infrastructure or networking and is looking for a new opportunity, high standard of technical skills and configuration experience are essential.
