SC Cleared Senior Finance Officer
Overview
My client is looking for a Senior Finance Officer to work with a public sector organisation in Belfast. The main duties will be: - Manage a team or a set of processes within the Finance Department that provide accounting support to the wider business to help deliver its business objectives. - The role will require working closely with colleagues from across Finance and developing productive relationships with a range of internal and external stakeholders. - You will be expected to present complex information in a concise and understandable way to both finance and non-finance colleagues and identify potential risks, opportunities and other consequences associated with particular scenarios. - Manage and direct resources to ensure work is completed within agreed timescales/financial constraints and quality standards. - To manage a Team or a set of processes within the Finance Department, responsible for providing management account / financial accounts support of an area of the business (as designated) and to manage and monitor expenditure for that area. - Supervise research, development, collation, co-ordination and dissemination of management information including policy, reports, briefings, business plans, risk registers, presentations and web based communications as appropriate. - Support the Finance Business Partner and Finance Senior Leadership Team to help commands develop budget and savings proposals to inform the negotiations on future budget delegations. - Provide effective and timely financial and management reports, in line with business requirements and both statutory and regulatory duties, including supporting documentation to audit standard - Produce monthly variance analyses ensuring corrections and changes to both actual costs, forecasts and budgets are identified and accurately reflected on the finance system. - Provide financial advice to budget holders and project leads as required. - Identify improvements to the effectiveness and efficiency of the business, including Finance internal systems and processes, so that accurate and consistent information is produced together with ad hoc reports as and when required. - Develop an understanding of the financial system and the relationships between the various systems and tools so that accurate and consistent information is produced together with ad hoc reports as and when required. - Develop policy, reports, procedures and manage/monitor data systems across business areas. - Supervise the quality, secure handling and dissemination of data/information, maintaining confidentiality, sensitivity and a duty of care in line with policy. - Develop and maintain effective working relationships with internal and external stakeholders in order to foster collaborative working. - Work with government departments and attend working groups, government committees/ meetings (as required). SKILLS TRANSFER: Work closely within Finance team to align to corporate processes and provide input. QUALIFICATIONS REQUIRED: Qualified Accountancy qualification or Part-qualified / P-Q by experience. KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED: Essential: Communicating and influencing. Making effective decisions. Managing a quality service. Developing self and others. Knowledge and understanding of accounting policies and practices. Experience of working in an accounting environment. Experience of analysing information from a range of sources. Experience of providing written and oral advice to senior management. Excellent interpersonal / customer service skills. Desirable: Working towards full professional Accountancy Qualification i.e. CCAB, CIMA or equivalent. Strong Excel modelling skills Business Partnering experience or experience of working with large investment programmes.
