Overview: Westminster City Council are embarking on a major transformation of the procurement and commercial management function. Over twenty-five requirements have been identified and an exciting large-scale recruitment campaign has been launched involving specialist recruitment teams from Insight Executive Group and Allen Lane. The role advertised below will be integral to the transformation and will play a vital part in re-envisioning Westminster as a City for All. Insight Executive Group are leading the recruitment of an experienced Senior Procurement Manager with experience and knowledge of key policy issues, robust yet practical processes management and strong systems and enabling technologyexperience. About the Role: As part of the Procurement Services Management Team, this role will unlock the potential of procurement to deliver better commercial, social and environmental outcomes. You’ll support the Director of Commercial Partnerships to develop a service with a much greater remit, reach and impact than before - working in collaboration with local businesses, the voluntary sector and public sector partners to help deliver our new City for All vision. Your remit will include commercial governance, developing the framework under which deals will be done. You’ll also lead your team to ensure that we are on the cutting-edge of policy issues such as Social Value, the Living Wage and tackling the council’s number one priority head on: The Climate Emergency. Specifically, you will: Manage 3 direct reports and a total team of 10 that will deliver the policy, performance and systems the Procurement Service and wider stakeholders need Own the Procurement Service Business Plan, Risk Register and manage key relationships On behalf of the Procurement Service, own the development and application of policies, guidance and risk management as they relate to procurement and contract management practice across the Council Be accountable for the development and management of service specific IT systems (for example eProcurement and Contract Management systems) Provide the data assurance, knowledge management and analytical resource to support decision making, insight generation and continuous improvement About you: You’ll have outstanding technical knowledge of the policies, processes, systems and data needed to effectively manage £700m of spend. You’ll have the expertise and experience to deliver public policy, using the combined spend and influence of the council and its partners to deliver their shared priorities. A natural collaborator and innovator, you’ll have plenty of examples of thinking creatively about procurement, developing processes that add value and make procurement more transparent and accessible to stakeholders.
