Environmental Protection Manager
Overview
We are looking for an experienced Environmental Protection Manager to join our south London local authority client on a temporary basis The contract is for an initial three months, but is likely to be extended Job notes Qualified to degree/diploma level in Environmental Health with EHORB certificate of registration or equivalent relevant qualification (such as Acoustics etc). Substantial experience of Environmental Protection work including dealing with enquiries and research of a complex nature and preparing reports and making recommendations. Practical experience in the use of equipment relevant to the post and the production and presentation of technical and complex reports. Manage and provide expertise, direction and support to officers in the Team working on strategic projects and policies; and liaise with colleagues, statutory bodies, consultants and contractors to ensure plans, projects and strategies. Assist the Head of Environmental Health in exercising budgetary control of the Environmental Protection Team and lead on projects, including bids and feasibility studies. Act as key liaison contact for internal departments and external agencies and the public. With key responsibility for dealing with enquiries and consultation requests from council members, ombudsman, government agencies and the public. Represent the Department at all pertinent internal and external forums including attending and participation at Committee, Sub Committee meetings, working parties and other departmental meetings as required. Main Purpose of the job: To act as an Authorised Officer, undertaking technical, strategic and regulatory duties in relation to Environmental Protection ensuring relevant statutory obligations, Council and Directorate Polices are effectively implemented. Provide advice to businesses and individuals regarding how the legislation relating to Pollution Control and Environmental Protection and planning must be followed. Be responsible for the day to day management of the Environmental Protection Team. To ensure effective running, delivery and promotion of the service. To lead and be responsible for projects, planning and specialist work areas as assigned, which relate to this area and to ensure relevant statutory obligations, Council and Directorate Policies are effectively implemented; and progression with the Borough's strategies and policy initiatives, including the preparation and implementation of relevant strategic plans. To act as lead officer for noise, air quality and contaminated land policy issues as designated. To lead on the review of service procedures and policies in relation to any new or changing legislation on behalf of the Head of Service – Environmental Health. Cover for Environmental Protection emergencies (including outside normal working hours) in the absence of the Head of Service and act on their behalf in response. Summary of Responsibilities and Personal Duties: Manage a team of professional and technical staff in order to ensure the effective and efficient delivery of the Environmental Protection Team service plan objectives, maintaining an overview of active projects and monitoring progress and outcomes. Be responsible for and encourage team work in a supportive environment, ensuring training and educational development and performance monitoring of the support functions to this post Be responsible for managing activities within the section and proactive identification of new areas of work and projects and creatively address provision for any unmet needs and take a lead on the reviewing of processes, procedure and documentation to ensure that all relevant policies and plans are reviewed in a timely fashion for fitness for purposes making recommendations as appropriate to the Environmental Health Service Group Manager Manage and provide expertise, direction and support to officers in the Team working on strategic projects and policies; and liaise with colleagues, statutory bodies, consultants and contractors to ensure plans, projects and strategies have a positive minimal environmental impact and that standards for environmental health and protection are complied with. Assist the EHSGM in exercising budgetary control of the Environmental Protection Team. Develop and secure funding from both internal and external sources to promote environmental initiatives and to maintain policy objectives; and lead on projects, including bids and feasibility studies. Act as key liaison contact for internal departments and external agencies and the public. With key responsibility for dealing with enquiries and consultation requests from council members, ombudsman, government agencies and the public. Represent the Department at all pertinent internal and external forums including attending and participation at Committee, Sub Committee meetings, working parties and other departmental meetings as required. This post also has the following general requirements: a. Carry out specialist research and analytical duties and site visits as required. Make recommendations on appropriate courses of action. b. Carry out the duties of the Council under Delegated Authority or as assigned. c. To be responsible for the maintenance of all necessary records in connection with the duties of the post holder. d. Prepare reports, statements of evidence and associated documentation. Attend Court, public inquiries, etc. to give evidence on behalf of the Council, where necessary. e. Attend and participate at Committee, Sub Committee meetings, working parties and other departmental meetings as required. f. Participate in the development and updating of quality, management and information systems. g. Participate in the development of training programs for other staff. h. Participate in promotional projects or initiatives as may be required. i. Keep abreast of current legislation, technical knowledge and new developments related to environmental protection. Assist with the establishment of technical standards and working methods. j. Participate in the selection and supervision of consultants / contractors in accordance with Council Policy, as required. k. Assist in carrying out the Council's Environmental Policy within the day to day activities of the post. l. Undertake the supervision of internal and external project staff as necessary m. Undertake other duties, commensurate with the grade, as may reasonably be required. n.
