Overview

My client, an NHS Trust in Kent, are seeking a Medical Workforce manager, for 3 -6 months to provide leadership to the Medical Resourcing Team to ensure the department is pro-active to service needs, including the improvement of service by developing and reviewing standard operating procedures. Key responsibilities; Ensure expert high quality advice on M&D terms and conditions. This may include advice to clinical directors, consultants or other doctors on range of issues including job planning, changes of terms and conditions/ rotas, which impact and requiring planning for long term Advise managers and clinicians on the interpretation and application of M&D terms and conditions of employment, Trust policies, current legislation, and codes of practice Promote and support the use of all information systems within the medical resource function; local and national electronic systems including TRAC, ePay, eRostering and the Electronic Staff Record (ESR), filing, control and archiving of documentation and effective communications with managers Provide leadership to the Medical Resourcing Team to ensure the department is pro-active to service needs, including the improvement of service by developing and reviewing standard operating procedures Ensure where there is expenditure eg Careers Fairs, that there is evidence on return on investment (ROI) and ensure such activities are kept under close scrutiny on their added value to the organisation and impact upon recruitment Monitor and review all M&D recruitment metrics, reporting on performance and develop action plans for changes where necessary. Ensure that recruitment processes are efficient and effective and that all pre-employment checks are completed in accordance with NHS Employers Employment checks standards and Trust Pre-Employment Checks policy Plan, anticipate and implement the appointment to medical posts and in liaison with Divisions Direct liaison with HESKSS and London Deanery regarding Doctors in Training and their placements Direct liaison with Foundation Schools regarding placements in FY1 and FY2 years Liaise with the HEKSS about the appointment of junior doctors in training FY1, FY2, STs, SpRetc. Overseeing that correct protocols are followed in setting up the interview panel in accordance with statutory requirements and participating in Consultant Appointments Committees to provide advice to the panel as appropriate Manage substantive and locum Consultant recruitment process in accordance with NHS arrangements for the appointment of Consultants and with close discussion with the Medical Director Ensure accurate contractual and other starter documentation is issued before Doctors join the Trust Manage authorised amendments to ESR (starters, changes and leavers) to ensure prompt payment and accurate information is stored on ESR. This includes managing the prompt change of department for doctors rotating within the Trust and identifying vacancies Issue Honorary Contracts in accordance with Trust procedures Manager the SEAT Doctors on behalf of the Trust and be the named lead for GPVTS- coordinating with the GPVTS Deanery and the GP Medical Practices To work in collaboration with the Medical Education Manager to ensure that all Junior Doctors receive the appropriate induction to the Trust taking into account national and deanery requirements To provide a high standard of specialist advice and guidance to General Managers, Clinical Directors and Senior Clinical and Non-Clinical Staff on the full range of human resource issues relating to medical staff including complex queries escalated by team To use specialist knowledge to advise senior clinical and non-clinical staff on rota re-design and analysis of junior medical staff working in accordance with EWTD Monitor the GMC registration of all Doctors in the Trust in accordance with Trust policy and procedures. This includes immediate escalation to the Clinical Directors and General Managers if a Doctor is not registered Trust expert for immigration, keep up to date with all the new guidelines and maintain the working process with the immigration department To ensure on a monthly basis that all medical staff maintain their employment status in relation GMC/DBS/ Immigration requirements Collate monitored information relating to Junior Doctors hours and analyse this and provide detailed accurate information to the Strategic Health Authority on the Trust’s progress
