Overview
MRJ Associates is working on behalf of our client based in Wembley, who are currently recruiting for a Project Coordinator within Local authority paying £23 per hour. Main Purpose Develop performance and monitoring systems in relation to budget, output performance and KPIs to ensure effective contract management of commissioned services Ensure the effective mobilisation and full implementation of new services and monitor impact of commissioned services Support policy and development work, including the evaluation of new Government initiatives and local procurement schemes. Lead and manage the delivery of the designated projects and/or work-streams and contribute to the successful delivery of efficiencies Duties The post holder must at all times carry out her/his duties with due regard to the Council’s Customer Care, Equal Opportunities and Best Value Policies and incorporating the Council’s Core Competencies. Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability. Manage a customer focused service and the effective use of resources. Contribute to the development and delivery of strategies, policies and projects to maximise the supply of suitable, private rented accommodation for households who are homeless or threatened with homelessness to use to end the main duty through a PRSO or prevent homelessness with a strong focus on reducing levels of usage of temporary accommodation and promoting value for money. Support the development of policy , contributing to the delivery of organisational objectives. Ensure that the demand and supply data and performance and financial information related to the accommodation portfolio is routinely collected, analysed and acted upon, in order to effectively shape commissioning decisions, anticipate and/or manage service problems and control financial expenditure. Ensure that the expiry of leasing and licensing arrangements is managed effectively to ensure value for money. Prepare research and policy briefings on a wide range of accommodation issues, to identify new challenges and developments that the Council needs to respond to and suggest appropriate policy and service delivery responses. This will include responding to Government consultation exercises, new legislative proposals and plans/policies developed by internal services or other organisations. Prepare consultants briefs and tender documentation, select, appoint and manage consultants to ensure effective service delivery. Develop, manage, monitor and assess performance indicators for all contractors and consultants.Prepare and gain approval for all reports related to the project or programme and its procurement. Set up files to ensure that all project information is appropriately documented and secured. Ensure compliance with Council processes and procedures for project and programme design and procurement and ensure full compliance with standing orders, statutory and other regulatory requirements Define the scope of the assigned commissioning project or programme and create a detailed work plan which identifies and sequences the activities needed to successfully complete. Develop a schedule for each commission that effectively allocates resources to the activities. Review project schedules with the line manager and all other staff that may be affected by the project activities. Develop performance and monitoring systems in relation to budget, output performance and KPIs in respect of a range of temporary accommodation and direct let schemes. This includes monitoring the detailed performance of Property Providers, recommending actions to improve performance and ensuring provision of accurate financial and budgetary information Ensure regular auditing and monitoring of housing databases to ensure information is accurate and any anomalies investigated and rectified. Ensure systems of quality assurance and audit are in place or planned, for potential or commissioned services.Maximise the quality of data upon which the service depends and ensure that effective record keeping is in place across the team. Maintain a good, up-to-date understanding of service and policy developments related to temporary accommodation, private sector initiatives and related fields through research and use of housing networks, and ensure that good practice is shared with colleagues. Undertake any other research, policy and project development tasks as required.
