Overview

We are urgently seeking a highly skilled Management Consultant with extensive experience in Social Care Brokerage Services to complete a thorough review of existing infrastructure and the whole process of end to end commissioning across Social Care Brokerage Services for a services amalgamation project for one of our local government clients based in London. The Management Consultant will examine, review, consult, report on and propose new systems and functions, people (roles and responsibilities), business processes, commissioning and procurement practice and tools. The Management Consultant will conduct a review of roles and responsibilities across Brokerage services identifying resource gaps or opportunities to expand or develop roles and responsibilities within the envelope of financial resources. Additionally consult on a review of end to end commissioning (commissioning, purchasing, contracting and reviewing and monitoring). The reviewing and monitoring stage requires a detailed evaluation. The evaluation should consider how to amalgamate the reviewing and monitoring functions where packages are commissioned across brokerage teams for specific needs within the population. A review of brokerage arrangements will support the achievement of evidence based recommendations regarding the Function, System and People changes required to improve efficiency and productivity across Brokerage Services Ideal candidates will demonstrate the following: Minimum of 3 years demonstrable experience of managing or consulting with Social Care Brokerage Services Demonstrable experience of conducting a detailed examination of Brokerage Services which include: ? The Placements Service under Safeguarding and Family Support (Childrens) ? The Brokerage Service Integrated Learning Disability Partnership (ILDP) ? Quality, Brokerage and Contracts Team (Adults) Experience and ability to provide evidence based recommendations regarding the Function, System and People changes required to improve efficiency and productivity across Brokerage Services. Ability to provide a costed Options Appraisal of the potential options to that will efficiently manage client information and commissioning, financial and contracting processes. Ability to provide a costed proposal of the staff resource requirements for individual services with consideration to the amalgamation of services and the roles and skills required to undertake the core tasks. Demonstrable experience of providing an implementation strategy for recommendations made across the review areas. A working knowledge of the changing commissioning landscape and national issues affecting the supply of services within local government brokerage services. Please apply for further information.
