Senior Transport Planner – Lewisham Full-Time (37 hours) Pay Rate: £22.30 - £27.88 Job Role: To develop the Council’s transport strategy, policies and programmes, providing a strategic approach to the formulation and implementation of transport programmes. To be responsible for key aspects of the service, including the development of strategy and policy, and to establish and monitor capital projects and programmes designed achieve set objectives. To work on development control, transportation studies, transport modelling, and sustainable transport policies including cycling, walking, parking, public transport, taxis, air quality and freight. MAIN DUTIES AND RESPONSIBILITIES To develop the council’s transport strategies and policies including the Local Implementation Plan (LIP), the transport elements of the Local Development Framework, the Parking Policy, and policies relating to cycling, walking, parking, public transport, taxis, air quality and freight. To formulate transport programmes which deliver the Council’s transport strategy and parking policies and to establish funding approvals including through the production of the LIP Annual Spending Submission to Transport for London (TfL). To monitor the progress of all highways and transport capital projects and programmes, and to develop, manage and maintain systems to capture monthly information relating to their finances, project delivery, and risks. To establish performance criteria to monitor and evaluate the success of implemented projects and programmes, to ensure that transport programmes are both effective and targeted accurately. To lead on the delivery transport studies required to inform the development of strategies, policies, projects and programmes, including major schemes, modelling studies, project feasibility studies and concept designs. To initiate and commission transport projects which address identified issues relating to cycling, walking, public transport, taxis, air quality and freight, in line with the Council’s Project Management Framework. To identify and put in place the internal and external resources needed to support the delivery of programmes, including managing the commissioning and supervision of consultants and contractors in compliance with the Council’s Standing Orders and Financial Regulations. To ensure that measures to improve buses, walking, cycling, access and station access are fully considered in the development of all projects, and to influence holistic designs which balance these issues alongside consideration of the public realm, road safety, traffic, maintenance, parking and servicing. To assist colleagues in advising on the transport aspects of planning applications, including the assessment and mitigation of impacts on the highway network, and ensuring that the needs of pedestrians, cyclists, public transport users and operators, people with impaired mobility and the freight sector are considered in the development proposals. To attend and inform the Public Transport Liaison Committee on issues relating to rail and bus services, and to work with colleagues in Governance and Casework to facilitate the meetings. To develop new and improved systems to capture, record and present transport-related information. To produce business cases, bids and other reports, providing technical expertise to securing funding from Government, Council, TfL and other bodies for transport projects, programmes and major schemes. To work closely with colleagues in Engineering, Capital Programme Delivery, Planning, and Housing and colleagues to ensure that strategies, policies, projects and programmes are implemented in the context if the Council’s wider aims and objectives for the regeneration of the Borough. Deputise as required for the Policy & Development Manager within designated areas of work. Keep up to date with trends and development in Transport Planning discipline, maintaining a full understanding of local transport planning processes, and current legislation relating to related disciplines. Ensure that the Projects and Programmes developed comply with the Construction Design and Management (CDM) regulations 2015. To represent the Council’s interests at meetings with external bodies to ensure the interests of the council are protected and maximum benefit accrue to the council and the community To produce reports, for the Council’s Mayor and Cabinet, Committees, Panels, public forums, public inquiries and present reports as required. Ensure that casework; requests from Members, MPs and members of the public concerning transport issues receive a proper and timely response. Consult with communities, public transport operators and all other bodies concerned with the movement of people or goods on the highway network so as to understand needs and issues and explain the Council’s policies and proposals. To ensure that members of the public are fully and properly consulted on transport proposals and are kept informed of the progress of any scheme, including attendance at public meetings and exhibitions, some of which are held outside normal working hours. Ensure that transportation planning services are responsive to community needs and that the Council’s Equal Opportunities Policy is adhered to.
