Overview: Westminster City Council are embarking on a major transformation of the procurement and commercial management function. Over twenty-five requirements have been identified and an exciting large-scale recruitment campaign has been launched involving specialist recruitment teams from Insight Executive Group and Allen Lane. The roles advertised below will be integral to the transformation and will play a vital part in re-envisioning Westminster as a City for All. Insight Executive Group are leading the recruitment of two highly committed, innovative and enterprising commercial experts who will specialise in construction, infrastructure and major outsourced environmental and maintenance contracts across the built environment at Westminster City Council. About the roles: You will lead and build credibility by demonstrating a high level of commercial and procurement knowledge and expertise and be an expert within the supplier market. You will use your influence and skills to support the delivery of discreet projects or programs, implement initiatives that will improve value for money and the capability of the council. The two roles cover the following areas: (i) City Management and Communities (major contracts) (ii) Growth, Planning and Housing (construction and regeneration) Specifically, you will: Be accountable for the procurement service outcomes delivered across the built environment Agree the annual procurement service plan with your stakeholders Provide pragmatic and informed advice; influence and challenge thinking and behaviour to help secure better commercial and procurement outcomes Develop and maintain critical relationships at senior level so that you are a trusted 'business partner’ Represent the Procurement Service on business, commissioning and project boards Develop a deep understanding of the service needs of your designated business area and shape the procurement service to deliver these About you: You’ll be a dynamic individual with a track record of achieving better outcomes through innovative commercial practices. A strong customer ethos and outstanding stakeholder management skills are essential, as you help shape the ambitions of your business area into a strategic programme of commercial activity. You will have extensive procurement experience gained within major construction and infrastructure projects. NEC3 experience across a range of options will be a major advantage. Sharp commercial acumen is a must, and you may not come from a traditional procurement background; an example being quantity/building surveying.
