Overview
Client Organisation is an independent charity committed to bringing about better health and health care for people in the UK. Since 2013, we have invested in its ability to produce high quality analyses of quantitative data, using sensitive data such as from electronic medical records, administrative databases or surveys and advanced analytics methods from data science, statistics, epidemiology, public health and health economics. Our analysis provides senior policymakers, managers, practitioners and the media with authoritative and independent commentary, in-depth research and analysis, actionable information and projections of future trends about the state of health and health care in the UK. Client Organisation has several analytics teams including the sustainability research centre, healthy lives team, policy team, the improvement analytics unit, and the analytics lab and networked data lab. These include 35-40 people, who use a computing environment that currently consists of two elements: the Secure Data Environment (SDE) (a high performance, ISO27001-accredited system for advanced analytics using sensitive patient data) and the Open Data Environment (ODE) (which enables analysis to be undertaken on data sets that are publicly available or have specific licence requirements and do not need to be processed on the SDE). The Open Data Environment is in its early stages of development and will need to be brought to full live operation early in 2020. The Secure Data Environment has been established for some time but needs to be refreshed to meet the changing requirements of the organisation. We are exploring new forms of data, requiring new access arrangements and potentially different configurations of our computing environment. We will also continue to process data in a secure, appropriate and transparent manner. More generally, we have an aspiration to be at the forefront of analytics, contributing towards the development of best practice and shaping the way that data and analytics are used throughout the health and care system. The Data Systems Environment Manager will lead on all delivery of these workstreams. Purpose of the role This is a highly influential senior leadership role that requires the ability to work effectively with multiple demanding user teams across Client Organisation, agree priorities, make decisions and deliver the changes needed to produce a high performing computing environment. This person is responsible for the development and delivery of the totality of our data analytics computing environments, ensuring they meet the agreed requirements of our analytical teams and processes data in a secure and appropriate manner. They will lead horizon scanning in relation to new applications and technologies that could have benefit to our analytics teams, as well as changes in legislation and best practice, developing strategies and supporting operational plans to ensure Client Organisation analytics computing environments remain at the leading edge in this field. The role reports to the computational analysis group which includes the Director of Analytics and the heads of the analytics teams, which is a forum for gathering requirements, agreeing the priority of change requests and reporting on progress. They also report to the Secure Data Environment Management Group (SDEMG) which is responsible for maintaining our ISO 27001 accreditation and includes representatives across Client Organisation. The role will also sit on the Information Governance Management Group (IGMG) which oversees data management and security across Client Organisation’s other systems and processes. The role will bring expertise to all of these groups and will be expected to inform, influence and shape strategies and plans. The role holder will work closely with the analytical teams (ensuring they are using applications and technologies effectively), our IT team, our data managers (responsible for managing the information governance for their teams as well as pipeline of data they need), contractors and the various external suppliers who host and support the analytics systems environments. In all such interactions the role holder is seen as a driving force, establishing and implementing best practice and making appropriate decisions based on situational requirements. The role holder must be a passionate advocate of excellence in the use and development of high-performance analytical systems and all supporting toolsets and processes, championing best practice in this field across Client Organisations teams. As a consequence, the role holder is expected to maintain a current awareness and appreciation of developments in the field of high-performance analytics computing. Key responsibilities and outcomes. · Lead the review and refresh of Client Organisation’s strategy for the computing environment across our analytics teams and partnerships. · Be responsible for developing the analytics computing environment in line with the changing requirements of the organisation. · Establish a strong collaborative and productive relationship with the IT Systems Manager and their team to ensure the tactical, operational and strategic requirements of the analytics community are reflected fully in IT planning and delivery. · Promote the effective use of applications (including software packages such as R and GitLab) and technologies (for example data standards) across analytics teams, supporting the sharing of learning between analytics teams and helping to establish a common understanding of best practice. · Own and continually review and develop the Information Security Management System for the data systems environments · Provide support and expertise to SDEMG, the governance group for the secure data environment, as required to maintain our ISO 27001 accreditation. The role holder is responsible for the continued accreditation to the ISO27001 standard for the SDE. · Provide support and expertise as a member of the IGMG which oversees data management and governance across Client Organisation · Manage day-to-day operational activity of the computing environment, maintaining policies and procedures and ensuring they are being adhered to. · Develop effective working relationships with the external providers and support organisations of the analytics computing environment in order that the service and support provided by these organisations continues to meet the needs of the organisation. · Manage a budget and assigned contractors. · Be the first point of contact for data security events and incidents for the environment. · Manage the data analytics helpdesk through which analysts raise issues and requests, decide on priorities and ensure matters are addressed. · Own and lead internal communications on matters relating to the computing environment, as well as external communications relating to the computer environment, ensuring we are transparent to patients and public about our data processing. · Establish a proportionate horizon scanning function in relation to new technologies that could have benefit to our analytics teams, as well as changes in legislation and best practice. This includes developing a professional network including people undertaking similar roles in other organisations and learning about how they are developing their computing environments. · The post holder will at all times aim to embed our key behaviours - Working together, Achieving impact, Discovering and learning – in all aspects of their day to day delivery in the role.
