Overview

Job Title: Planning Ecologist Service/Section: Planning, Historic and Natural Environment Base/Location: County Hall, Glenfield Key Relationships/ Liaison with: Local authorities, local naturalists and groups, wildlife trusts, consultants and developers Job Purpose To carry out relevant professional duties in relation to the protection and enhancement of the natural environment, including providing support and advice as part of the planning process. Main Duties and Responsibilities 1. Provide advice to stakeholders on all matters relating to ecology, including site monitoring and review. 2. Provide professional ecological advice and formal responses, in relation to routine ecology matters, at relevant stages of the planning process, including responding to government consultations, plan preparation and planning applications. 3. Represent the County Council and other local planning authorities at planning appeals in relation to the natural environment including preparing written statements and attending hearings and public inquiries. 4. Review routine ecology reports from external organisations, assessing and commenting on scope, accuracy and appropriateness, recommending changes, negotiating improvements and agreeing upon potential solutions. 5. Conduct pre-development site surveys and post-development site monitoring. 6. Review planning policies relating to the natural environment and monitor their effectiveness. 8. Maintain and update monitoring data in relation to the team’s activities arising from planning application consultations. 9. Extract data from ecology reports and preparing it to a standard needed to import into species and habitats databases. 10. Carry out other relevant duties commensurate with the responsibilities of the post. Qualifications A degree or equivalent in an environmental or biological subject or be working towards a degree or equivalent in an environmental or biological subject and be able to demonstrate experience in carrying out ecological field survey work Experience a) Producing professional work relating to the natural environment b) Effectively working as part of a team c) Producing work to deadlines Knowledge • The role of a planning authority in relation to biodiversity • Ecological survey methods and requirements for species and habitat appropriate to the planning system • Awareness of planning policy and legislation with respect to biodiversity matters • Awareness of local natural history and threats to biodiversity Skills and Competencies • Ability to understand planning applications and associated ecology statements • Use of GIS mapping software • Good written and verbal communication skills • IT competence in use of standard Microsoft packages • Good record-keeping and document management • Ability to work on own initiative, delivering work to deadlines
