Role: Engineering Services Outsource Buyer Location: Cheltenham Duration: 12 Months Rate: up to £40/hour My client is a world-leading provider of commercial, military and business and general aviation jet and turboprop engines and components as well as avionics, electrical power and mechanical systems for aircraft. They are currently looking for an experience Engineering Services Outsource Buyer to join their team in a fast based environment based at their offices in Cheltenham. Key Activities: Work with Engineering Project Teams, ensuring Mechanical & Electrical technical requirements are sufficiently robust to minimise risk in procurement. Support tender evaluation process in terms of assessing a Supplier's compliance to requirements, their manufacturing, resourcing and facilities capability, and, their ability to implement effective Project Management, Risk Management, Change Management and Configuration control. Supporting the Sourcing team in contractual negotiations regarding the impact of any specification changes through the procurement process. Manage the engineering interface between our Subcontract Suppliers and the business, acting if necessary, as the primary point of contact and focal for the procured works. Ensure a process is established that proactively maintains budget control and manages changes to the technical baseline with the supplier. Independently assess that technical milestones have been achieved and advise Sourcing such that invoices can be approved. Develop positive relationships with Sourcing Leaders to manage and implement supplier growth strategies. Interface with Suppliers and Supply chain to drive improvements To ensure suppliers comply with the Company policy and procedures relating to design and development processes. Support the Sourcing team in monitoring/valuating on-going Subcontractor business reviews in terms of performance, quality and reliability. Create and manage Purchase Order contracts with suppliers ensuring on-time and to cost delivery ensuring program success. Essential Responsibilities Act as business programs sourcing focal and serve as a subject matter expert ensuring Mechanical & Electrical technical requirements are sufficiently robust to minimise risk in procurement Drive proactive involvement in all functional activities, including, compliance and Engineering Services, to ensure that sourcing has earliest possible engagement in all new programs to deliver best sourcing approach and strong value to the business Manage the engineering interface between our Subcontract Suppliers and the business, acting if necessary, as the primary point of contact and focal for the procured works. Buy of engineering services, Test Equipment and systems activities. Support the commercial input into bids and proposals for technology enablers and major subcontract products. Support Strategic Proposal Cost plan and facilitate proposal process (RFQ, CAPA, CID) to enable commodity managers to solicit costs information including TINA Certification pack. Lead proposal engagement with Programmes, Engineering, Contracts and Sourcing Compliance. Manage the engineering interface between our Subcontract Suppliers and the business, acting if necessary, as the primary point of contact and focal for the procured works. To ensure suppliers comply with the company policy and procedures relating to design and development processes. Process Gate keeper to ensure input to Sourcing contains all data elements needed to produce compliance costs including USG proposals. Manage changes throughout contract lifecycle that impact costs and schedule, responsible for communications across Sourcing direct and indirect teams. Understand and be accountable for sourcing compliance and its documentation (P.O.
