Overview

Your new company Hays are recruiting for an ever changing and evolving public sector client based in the heart of Norwich. We are looking for an adaptable and experienced finance professional to support their busy team during this transition period. This is initially for 2-3 months Your new role The post holder will work closely with service accountants to: Deliver financial information and advice to budget managers Support financial and performance management across the council Develop use of finance and performance indicators Promote high standards of financial management The post reports to and is supervised by the Finance Business Partner and the principal accountabilities will be to: Maintain financial data Identify and rectify errors in financial data in terms of amounts, coding, and financial periods. Reconcile inputs from feeder systems to the general ledger. Carry out journals, budget transfers, and internal recharges. Keep appropriate financial records. Support budget monitoring Prepare financial management reports as directed by the service accountant and in accordance with corporate timetables and procedures. To provide service managers with budget monitoring information. Support preparation of Statement of Accounts Support service accountants and the Chief Accountant to prepare the annual statement of accounts by preparing disclosures, reconciliations, and other working papers as directed. Support budgetsetting Support service accountants and the Finance Control manager to prepare the annual budgets by preparing costings and other working papers as directed. Support closing of accounts Support service accountants and service managers in the execution of year-end procedures by providing financial information and advice on closedown procedures as directed. Support review of fees & charges Provide financial support in services' reviews of fees and charges, based on statutory regulations, policy, budgets and expenditure data to ensure that costs are recovered fully and fairly. Benchmarking Collect, collate, and analyse financial benchmarking information to assist service accountants and service managers with improvements in the cost-effective delivery of services. This is a full time role working 37.5 hours a week between Monday and Friday What you'll need to succeed Education, Qualifications and Training: AAT qualified or part-qualified, or equivalent qualification or extensive relevant experience Evidence of commitment to ongoing personal and professional development Qualified or Part Qualified Accountant desirable Degree level education desirable Knowledge and Experience: Demonstrable experience of working in a multi disciplinary environment to achieve common goals Demonstrable experience of maintaining good working relationships Demonstrable experience of working to a range of financial procedures Experience of working in local government desirable Financial Skills: Demonstrable experience of analyzing and interpreting a range of financial information Demonstrable experience of providing financial support in an environment of change The ability to analyse and interpret financial information and make appropriate recommendations The ability to contribute to financial projections and budgeting. IT Skills: Demonstrable competence with word processing (e.g. word), and email & electronic diary management software (e.g. outlook) Demonstrable competence with spreadsheets (e.g. excel) Demonstrable experience of entry to, interrogation of, and reporting from computer accounting systems either standalone or mainframe. Personal Skills: Communication: Ability to communicate financial information using formats and media appropriate to the audience. Relations with others: The personal qualities and skills to promote open and constructive relationships with colleagues and partners and to sensitively manage working relationships and complaints. Flexibility: The flexibility for and commitment to service development and improvement. Confidentiality: Ability to respect confidential information of both a financial and personal nature.
