Overview
With a new Community Vision for Surrey and Organisational Strategy, we have made huge strides over the past year, implementing a transformation programme and an ambitious capital programme that will fundamentally change the way we work, for the benefit of Surrey residents. The challenge is huge, the opportunities even greater. Our Finance Improvement Programme is redefining the way we work as partners with the wider organisation. You will be at the forefront of excellent financial management, transformation and income generation, part of a team working to deliver great services to the community and to ensure our finances are sustainable. If this excites you, then this opportunity is for you You will be the council's lead for capital financial planning and management, working with services to improve the council's capital governance and to plan and manage an ambitious 5-year capital investment programme aligned to our Asset and Place Strategy. You will play a key role in the development of the council's Capital Strategy and Treasury Management Strategy, as well as contributing to the production of the council's published statement of accounts. A fully qualified accountant, you will have knowledge and expertise in capital finance. Your sector background is less important to us – what we are looking for is an individual with excellent financial acumen combined with strong communication, relationship-building and influencing skills. You will be able to guide the development of a complex multi-year capital programme and have the presentation skills to enable a range of audiences to grasp the key financial issues.
