Overview
This is an overview of the role: Homes England is working towards becoming a mission-based organisation. The key principles for achieving this are: • Agile ways of working. • Teams working in a multidisciplinary way. • Collaboration across Agency departments, particularly Markets, Partners and Places (MPP), Investment and others. • A Single Pipeline and associated process for identifying opportunities to delivering homes. This role sits in the National Planning Team and supports the Senior Community Engagement Manager in directly supporting community engagement on our strategic sites. The post holder is required to have knowledge and practical experience of planning and demonstrate effective communication skills and an understanding of different community engagement methods and corresponding benefits. The post holder will support the work on the creation and implementation of an effective community engagement strategy for all Homes England sites based on best practice and case studies. The strategy will ensure that all key stakeholders are engaged early in the process with the aim of streamlining decision making and guaranteeing successful outcomes. The post holder will support the creation of a Community Engagement Toolkit which will incorporate a range of different methods of engagement to support a range of sites, different sensitivities and issues. The Strategy and Toolkit will ensure that residents are well placed to participate in the process, and are kept informed and listened to regarding their views on Homes England’s developments. Engagement and communications will follow best practice and be in line with Homes England’s brand and voice. The Postholder will work directly on projects providing project teams guidance on effective community engagement and planning advice and will support the Senior Community Engagement Manager in maintaining an overview of all community engagement on all Homes England projects, support the measuring outputs and effectiveness, support the promotion of best practice across the Agency and support the management of the framework of consultants. The Postholder will work directly with Project Managers in developing site specific engagement strategies. To work in an agile way supporting the mission-based approach of Homes England. This will involve working collaboratively with partners across the Agency, including MPP and Investment, as multi functional teams to support key deliverables such as the single pipeline. The successful person will be responsible for: To support National Development Teams, Project Directors and Managers in developing community engagement strategies for Homes England sites and directly supporting events , providing robust planning guidance and expertise to support the promotion of the site. To support the planning, maintenance and execution of a community engagement activity strategy and be a point of contact within the team for managing public consultations associated with seeking planning consent. To support the creation of a Community Engagement Toolkit to illustrate different methods of engagement which will support a range of sites, different sensitivities and issues. To help set up and manage the Framework of consultants who will support project managers in Community engagement Have an understanding of all community engagement across the Agency, help to disseminate Best Practice and support Project Managers in site specific engagement In order to complete the responsibilities for this role, the successful candidate will have: Planning Degree or similar professional qualification/experience in built environment; Knowledge, Skills & Experience Chartered member of RTPI (desirable)Knowledge, Skills & Experience Knowledge and experience of application of the key current Government policies and priorities on planning and housing Collaborative - Making new networks, not just working with known friends and contacts.
