Overview

This is an overview of the role: The Help to Buy scheme seeks to stimulate demand for new homes by improving affordability. This contributes towards Homes England's delivery of 300,000 new houses per year and delivers the strategic objective of effectively delivering home ownership products and providing an industry standard service to consumers. The Help to Buy team operates a highly efficient and responsive service through deep understanding of operational policies, procedures, delivery, risks and controls. This ensures the Government's high priority objectives are met for both new loan sales and the longer term performance of the equity loan. The Senior Manager will provide sound commercial, contract management and operational expertise to the Equity Loan Administration team, drive through contract quantifiable efficiencies that deliver value for money, continuous improvement and operational excellence. The postholder will lead on commercial and contractual negotiations, oversee procurement activity and develop associated business cases. The postholder will be dynamic, able to work flexibly and autonomously within a fast-paced environment, juggling priorities and delivering to tight deadlines. They will have strong organisational and analytical skills with an ability to proactively identify, prioritise, delegate and resolve issues engaging effectively with the third party suppliers and internal Homes England Stakeholders. The successful person will be responsible for: Work with the Head of Equity Loan Administration to implement and support the commercial, operational strategy that supports business growth plans and lead on the modernisation and ownership of the current and future business models. Oversee and manage the lifecycle of large, complex contracts (existing and new) across the Help to Buy Programme and lead on the commercial management of key service providers. Lead and direct in all aspects of commercial and contract management activity, such as supply and value chain analysis, sourcing strategies, commercial case for business cases, transition and exit plans. Liaise and work closely with senior Stakeholders from the Mortgage Administration and Help to Buy Agents on identifying needs for operational improvement in order to maximise efficiency and to optimise service levels. Support, challenge and advise all stakeholders ensuring that best commercial outcomes are delivered in line with appropriate commercial strategies and work in a positive manner with key service providers that harness innovation and add value to deliver a strong focus on customer service. Extensive experience of contract management, commercial negotiations, procurement, drafting contract schedules, or legal agreements with working knowledge of contracts and standard contracting terms for supply of services. Experience of managing Outsourced Customer Service or Contact Centre operations (supplier and/or client side) with excellent working knowledge and understanding of workforce management/forecasting demand, quality assurance, KPI’s, PI’s and MI and the unique dynamic of this type of environment. Excellent communications skills (presentation, written and oral) and confidence in dealing with multiple levels of technical and managerial colleagues. Well-developed negotiation skills and proven experience of influencing internal and external stakeholders. Strong organisational and analytical skills with an ability to proactively identify, prioritise, delegate and resolve issues to deliver process improvements. Reliable, enthusiastic and able to work effectively in a team with well-developed interpersonal skills and an ability to influence at all levels and cross –functional and organisational boundaries to effectively manage interfaces.
