The primary purpose of this position is to plan, organize, develop, implement, and monitor the Family Child Care Program to meet the needs of the community and ensure the health and safety of children. Responsibilities Performs a variety of complex assignments involving identifying installation and family needs, assessing the availability of child care locally, and identifying gaps in available services. Ensures Family Child Care Program policies and procedures are in place and followed; recruits new providers to support the mission of the program. Performs a variety of duties in support of the Family Child Care Program to include background checks, management of resources, establishment and maintenance of a resource-lending program, and accomplishment of required reports. Provides training to Family Child Care providers on business practices, supervision and accountability, child abuse, identifying, prevention, and reporting fire, safety, and health regulations, child nutrition etc. Performs a wide variety of administrative duties related to Family Child Care, Expanded Child Care, Deployment Care, Subsidy, Extended Duty Care, 24/7 Child Care, Air Force Aid Society Child Care for PCS/Volunteers, Respite Care, etc. Requirements Conditions of Employment Qualifications OPM Qualification Standards: General Education and Training Series, 1701 and Group Coverage Qualification Standards for Professional and Scientific Positions. Click here to view the Qualification Standards Basic Requirement: A Bachelor's degree (or higher degree) which education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. OR Combination of education and experience: Applicants must have a combination of education and experience-courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above Note: You must submit a copy of transcripts. AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes professional knowledge of the principles, concepts, methodology, and practices of child and youth development to manage a family child care program.; knowledge of applicable regulations and policies to ensure family child care homes and providers are in compliance.; knowledge of criteria, methods, and practices used to evaluate qualifications and suitability of child care applicants and providers. EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. degree Note: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings. 2. Knowledge of child care regulatory requirements, policies, and practices. 3. Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of child care providers. 4. Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission . 5.
