Enabling Works Technical Assurance Manager Job Summary The Enabling Works Technical Assurance Manager has overall responsibility for the preparation, implementation and maintenance of the Enabling Works Technical Assurance Plan and the implementation of the processes and procedures identified therein to deliver technical self-assurance at each HS2 stage (HS2 Stage 3+ - Verification of Scheme Design, HS2 Stage 4 - Detailed Design, HS2 Stage 5 - Construction and Manufacture, HS2 Stage 6 Handback - Test and Commissioning). This includes any third-party assurance requirements. The Enabling Works Technical Assurance Manager will work with the Mace Dragados Technical Assurance Manager to find synergy between the Technical Assurance for Enabling Works and Main Works. The Enabling Works Technical Assurance Manager will be responsible for implementing and keeping up to date the required processes to self-assure the enabling works, including but not limited to: Requirements and Requirements V&V, Standards, Assumptions, Departures / Concessions, Requests for Information, Interface Management, Site Investigation, CDM / Engineering Safety, Coordination with other Stakeholders, Competency of Team Members, Author / Checker / Approver Workflow Process. Responsibilities • Prepare, implement and keep up to date the Enabling Works Technical Assurance Management Plan in compliance with: WI 100, Description of the Works; WI 120, Management of the Works; WI 300, Design; WI 310, Technical Assurance; WI 350, Employer's BIM Requirements; and HS2 Technical Assurance Plan and the plans, processes and procedures referenced therein. • Implement a plan that provides technical assurance evidence and which demonstrates that: o The HS2 and other third-party requirements have been properly managed and controlled and compliance of the designs to these requirements demonstrated. o The Undertakings and Assurances (U&A) have been properly managed and controlled and compliance of the designs to the U&A demonstrated. o The EMR and other environmental requirements have been properly managed and controlled and compliance of the designs to the EMR demonstrated in Environmental Compliance Notes. o Compliance has achieved with the applicable standards o All non-compliances and departures from the HS2 and other third-party requirements are raised in line with the HS2 Departures Procedure o All non-compliances and departures from standards as defined in the Project Standards Baseline are raised in line with the HS2 Departures Procedure. o The Assumptions Register has been set up and managed in compliance with the HS2 Procedure for the Management of Contractor Assumptions and assumptions validated by the relevant parties and stakeholders. o All risks identified and associated with assumptions or design decisions and impacting cost and time are recorded and managed through the Project risk register in accordance with the Project Risk Management Plan o Issues and their escalation and resolution are recorded and managed through the Project risk register in accordance with the Project Risk Management Plan o Integration with other interfacing parties is undertaken and evidence provided in eB in the form of Interface Control Documents (ICDs) or Agreed Interface Definition Documents (AIDDs) for complex interfaces. Interface meeting minutes etc. are managed through an interface register. o Risks to health, safety and environment that require HS2 action to mitigate as they cannot be mitigated solely through the WSP designs are notified through the appropriate risk registers in accordance with the Project Health and Safety Management Plan o Configuration is reported in the Configuration Status Report. Technical assurance will be achieved through application and checking of robust configuration management processes as described in further detail in the Project Configuration Management Plan • Accountable for preparing, implementing and keeping up to date for implementing the discipline specific plans: Requirements Management Plan; Verification and Validation Management Plan; Configuration Management; and Interface Management Plan. • The Enabling Works Technical Assurance Manager hall lead the planning, co-ordination, and submission of all technical assurance activities and the resolution of technical assurance related issues to deliver a progressively self-assured design to achieve Level 3 certification for each work package to enable the completion of all technical lifecycle stages. • Ensure the plan describes the technical assurance to deliver a "right first time" and to be followed by Mace Dragados JV and its sub-contractors. • Develop a plan that demonstrates that Mace Dragados, as the first line of defence, has progressively delivered a fully technically assured, self-certified design that: is safe to build, operate and maintain; meets the requirements of HS2 Ltd as defined in the HS2 TAP; is fully integrated with NR On Networks design (GRIP3/4) & NR Redevelopm
