Deputy Chief Finance Officers (Operational and Strategic) Barts Health are looking to recruit 2 Deputy Chief Finance Officers to support the new Chief Finance Officer. The posts are fundamental to the delivery of our ambitious strategic plans over the next 5-10 years. The Trust is committed to redefining the delivery of Financial Support Services to a Group, delivering major service reconfiguration and development, and playing an increasingly important role in the delivery of service to an integrated care system. The posts will lead the operational delivery of the Finance Function and support the CFO in his increasingly system facing role. Both posts are core to the sustainability and succession planning of the Trust and the roles are clear developmental roles for individuals seeking to establish themselves as future finance leaders of the NHS. The Deputy Chief Finance Officer (Operational) post will be responsible for the management of Group financial performance issues. They will ensure that the organisation's finances are managed wisely and are effectively deployed. The role will play a leading role in devising and implementing the organisation's operational planning processes to ensure that strategic objectives are cascaded down to all levels and that plans are realistic and achievable. As the senior financial leader of Group Financial services this post will continuously review and improve the finance function, maximise the skills of budget holders and ensure that budget holders have the tools and data to fulfil their role within a financial management regime that suits the Group circumstances, structures and aims. The role leads on all aspects of Balance Sheet management, financial systems and the controls environment of financial operations. The Deputy Chief Financial Officer (Strategic Planning) post will be responsible for the delivery of effective medium and long term financial planning and establishing the annual financial parameters within which the organisation agrees annual budgets for Capital and Revenue. These plans will be rolling plans that are routinely reported and updated to inform organisational decision making and planning. The role is responsible for the development of effective costing systems that deliver service line reporting that is embedded within the organisational decision making and investment appraisal systems and that meet the regulatory reporting requirements of costing and reference costing. This post will work with the Operations Directorate and Programme Management office to design, implement and monitor rolling cost improvement plans and provide regular assurance on in year financial delivery of these agreed plans. This role will oversee key non-patient income systems and plans including commercial, research and education programmes as well as leading on ad hoc financial interventions within the Group in Hospitals and Services facing challenges.
