Job Description
Position: - Signalling Manager/CRE Track Renewals Location: - Bristol with regular Site work Reporting to: - Head of Signalling Post Deputy:- Signalling Project Engineer Purpose of the Role To lead a team of Signalling Project Engineers to plan and deliver Track Renewals signalling works that complies with all best practices, Network and Company Standards, processes and procedures and meet the company and client's quality expectations. To ensure the integration of E&P work into the plans. To be the specialist contract within the team for all signalling matters. Implement site controls for supervision of staff and management of materials, thereby fostering a positive environment for the safe, compliant and timely delivery of cost effective schemes. Key Success Measures Safety Support the implementation of the Colas Rail Limited Safety, Health, Environment and Quality (SHEQ) strategy, associated actions and resulting initiatives, to deliver continuous improvement in all areas. Key Areas of Responsibility & Accountability To lead a team of Signalling Project Engineers to plan and deliver Track Renewals signalling works that complies with all best practices, Network and Company Standards, processes and procedures and meet the company and client's quality expectations. Undertake, as required, the Client defined engineering role of Contractors Responsible Engineer for signalling construction activities. In close working relationship with the Production teams, the Signalling Manager is responsible for the allocation of Signalling Project Engineers to project to ensure the planning and deliver of S&T work and E&P work through liaison with E&P CRE. Ensure staff attitudes to personal safety and all requirements to the Health & Safety at Work regulations are paramount, especially aspects of the local Policy Statement for which the jobholder is directly responsible. Implement systems of planning, reporting progress and inspection to ensure works are implemented and completed to time, cost and quality. Ensure all staff, including subcontractors, are competent to carry out their work, including certification and licensing. Implement and maintain a system of surveillances to monitor and demonstrate compliance with current requirements in respect of system and occupational safety and performance, thereby furthering the Company's objective to meet the quality system requirements. Ensure systems are in place for preparation and submission of work package plans and programme reports to clients for the timely implementation of agreed projects to required standards. Control the issue of design documentation, test plan approval and test log resolution ensuring that there is a detailed S&T technical planning, SMTH and SWTH Test Plans for construction and commissioning works. Key Tasks and Responsibilities Accept project engineering budgets and maintain cost control process to support target delivery in accordance with company procedures. Support the business development activities of the Track Renewals Division. Uphold and support established and agreed ways of working with customers (internal or external) to ensure ongoing feedback on team's performance. Use the feedback to identify outstanding performance and improve poor performance. Support the maintenance of competency management record for all employees and subcontract staff. Ensure personal site diary maintained with daily events recorded appropriately. Support and participate in an efficient organizational structure, ensuring the right balance between Colas Rail and subcontract staff where applicable. Provide information regarding resource availability and competency for Track Renewals elated bids and/or projects. Maintain a system of scheduling and tracking resource utilization to ensure that YPROD is on target and take action if internal utilization is below target. Assist with the delivery of the team's performance using the Company's Signalling Competency Management Framework and Performance and Development process to identify development needs and ensure that everybody across the Signalling organization has a Personal Development Plan in place to address the skill gaps. Support the maintenance and updating of staff Competency Records within the Track Renewals Division Make recommendations with respect to career planning and development of the Signalling & Telecoms resources.
