Job Description

Job Purpose: This role will have responsibility for the development and implementation of policies, standards and guidelines related to corporate governance that align to the business objectives of Hampshire County Council. The role will also be an ambassador for compliance across IT through continual assessment, monitoring and reporting on compliance against key technology frameworks including ITIL, ISO2000 and ISO27001. They will also be the focal point for all audit requirements both internal and external within IT, devising and maintaining a robust approach to conformance. Main Responsibilities: * Work with key departmental and wider business (as needed) stakeholders at all levels to define policy and process requirements. * Align all relevant policies and procedures with all statutory, regulatory and government obligations, and ensure compliance with all obligations can be evidenced. * Develop and deliver a programme of planned compliance to ensure alignment with preparation for internal audit, external auditors, and regulatory bodies. * Ensure proactive management of audit observations and remediation actions with agreed reporting and exception management. * Embed governance and compliance into the day to day operations within IT, using various methods to bring the subject to the forefront of all activities. * Keep up to date on applicable regulatory developments, identifying and communicating the impact of changes to regulations. Provide guidance to management with regards to the interpretation and application of the relevant laws and regulations in the UK. * Consider the impact of regulatory change and resulting compliance projects on stakeholders and develop appropriate strategies to support the project team. Person Specification Essential Qualifications · Educated to degree level or equivalent work experience in compliance, process engineering and/or local government Desirable Qualifications · A degree and/or formal industry recognised qualifications or relevant in role experience. · Process maturity modelling (e.g. CMM or six sigma) Essential Knowledge, Skills and Experience · Highly experienced in developing and implementing policies, process, and controls, and of implementing monitoring to assure compliance. · Knowledge of the UK regulatory environment and ability to apply it appropriately or desire to learn at pace. · Excellent interpersonal skills to develop close working relationships with colleagues. · Demonstrate excellent communication and presentation skills · Be self-motivated and capable of prioritising and organising workloads as required in a demanding environment. · Highly organised planning skills requiring little direction. · Professional, confident, and credible when working with both operational and senior management teams. Desirable Knowledge, Skills and Experience · Technology Process owner or Manager including delivery of continual improvements. · Significant skills and experience in a professional IT environment would be of advantage, however demonstrable transferable skills and experience of process improvement and development will be considered.
