Job Description

The overriding objective of the RFU's disciplinary regime (RFU Regulation 19) is to maintain and promote fair play, protect the health and welfare of Players (and others involved in the Game), ensure that acts of Foul Play and Misconduct (on and off the field of play) are dealt with expeditiously and fairly by independent means within the Game and that the image and reputation of the Game is not adversely affected. Furthermore, to achieve consistency in the way in which discipline is administered and uniformity in the manner in which the assessment of seriousness of Foul Play is conducted and sanctions imposed. As a consequence, citing for illegal and/or Foul-Play has become a key component of the modern game. The role of an RFU Citing Commissioner is to review Aviva Premiership (Level 1), Greene King IPA Championship (Level 2) matches, Women's Super-Rugby matches and other elite matches as and when required by the Discipline Department and to determine whether there has been any act(s) of illegal and/or Foul-Play which, in the opinion of the Citing Commissioner, warrants a Player being cited or issued with a Citing Commissioner Warning (equivalent to a post-match Foul-Play yellow card). Citing Commissioners will be required to review Greene King IPA Championship matches remotely and be required to attend at Aviva Premiership matches in person. A thorough understanding of the World Rugby Laws of the Game (in particular WR Law 10 - Foul Play) and RFU Regulation 19 (in particular Appendix 4 'Citing Procedures') is required. Key Accountabilities & Responsibilities: * Safeguard the image and reputation of the Game by ensuring that any illegal and/or Foul-Play as proscribed by World Rugby Law 10 is carefully reviewed and dealt with appropriately; * Provide a consistent, high level service to the RFU Discipline Department and to Game; * Act as an ambassador for, and promote the best interests of, the RFU at all times including the promotion of the RFU Core Values. * Undertake citing duties for all appointed matches; * Ensure that all logistical arrangements at the incoming Club are in place to be able to undertake the role effectively and efficiently; * Ensure that there is excellent communication between the Citing Commissioner and the Clubs and the RFU Discipline Department; * Ensure that all matches are fully reviewed and Match Analysis (Athlete Management System) and Citing Report forms are accurately completed and returned within the timescales set out in RFU Regulation 19 and the RFU Citing Protocol document in force at the time; * Undertake such other duties as maybe required from time to time as are consistent with the responsibilities of the role and the needs of the RFU. Qualifications & Experience: The post holder must have a thorough understanding of the World Rugby Laws of the Game (in particular what constitutes illegal/foul play under WR Law 10), be familiar with recent rugby disciplinary cases/issues and: * Have been appointed by the RFU as a Match Official (Referee, Assistant Referee, Citing Commissioner or TMO) at Levels 1 and/or 2 in the men's game in England or in the Women's Premiership in the last six years; and/or * Have played the Game at Levels 1 and/or 2 in the men's game in England or in the Women's Premiership within the last 10 years; and/or * Have worked as a Coach, Analyst, Director of Rugby at Levels 1 and/or 2 in the men's game in England or in the Women's Premiership within the last six years. Skills & Attributes: * Excellent attention to detail; * Consistency of decision making and objectivity; * Accurate completion of Match Analysis (AMS), Citing Report forms and statement taking; * A robust but diplomatic personality; * Good people skills; * Good reasoning skills; * Willingness to learn and to develop; * IT (outlook, word, adobe etc.) proficient; * Enthusiastic with good sense of humour; * Ability to work constructively with others; * Ability to inspire respect and confidence; * Ability to maintain authority when challenged.
