The Defence Science and Technology Laboratory are seeking a Commercial Officer to join them at Dstl Porton Down, Salisbury. Team: Ministry of Defence|Defence Science and Technology Laboratory|Operations|Commercial Initial contracts will run for 6 months (120 days) and offer a rate up to £446/day. IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement. Please note, the rates quoted represent the value payable to the umbrella company. DEADLINE FOR SUBMISSIONS : 02/04/2020 at 09:00 This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred. The Role The main aim of the position is to provide procurement and contract management support to the Enabling Division and develop effective contractual relationships with external supplier base and take responsibility for task/management of a workflow within the team against a pipeline of work from three areas of the Internal Portfolio. The requirements within the Portfolio's vary in value and complexity but all relate to construction. You will work closely with Project Managers to develop the Scope of Services if PSC for design or ECC once in the build stage. Main Responsibilities Develop routes to markets and run competitions on Government Frameworks (such as Crown Commercial Services framework) and potentially OJEU. Contract Management of all contracts let. Executing end to end procurement processes, including data collection, document preparation, competition, negotiation, contract award, contract management and supplier relationship management. Managing communication with suppliers and internal stakeholders; communicating priorities and business plans to internal and external stakeholders whilst ensuring that all programmes and projects deliver to time, cost and quality. Skills and Experience Experience developing and placing NEC contracts within a public environment Experience with the Construction/FM environment Tendering and placing contracts in accordance within public procurement law, for example OJEU Experience with Public Contract Regulations. Worked in a commercial environment involving infrastructure works and aware of NEC3 contracting and the RIBA Stage process. Experience running competitions, placing NEC3 contracts for both design and build, contract management, supplier relationships. Knowledge of NEC3 and contracting and RIBA process Experience tendering and placing contracts in accordance with EU Procurement Directives/Procurement Law. Experience assisting with developing statements of requirement. Experience inputting into Business Cases. Experience placing MOD contracts or Public Sector contracts. Appreciation of Intellectual Property within a commercial environment. Experienced in contract management. Able and experienced in managing workloads of self and others. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
