Overview

Trust Procurement & Exchequer Manager My client, a recently formed academy trust, is seeking a procurement and exchequer manager to lead on all procurement strategy, process and supplier engagement across the trust. On behalf of my client, we are seeking to appoint a Trust Procurement & Exchequer Manager to work with the Chief Operating Officer and Head of Finance to devise a pragmatic procurement strategy and contract management approach across the Trust and all of its academies in line with national best practice. The successful candidate will be responsible for managing tendering and purchasing across all Trust activity, whilst ensuring compliance with relevant legislation and regulations and to assist lead officers with ensuring robust contract management systems are in place. The post holder will also line manage the Trust's Exchequer Services team. The main duties of the role include: Procurement & Contract Management To develop the overall Trust procurement strategy and core guidance for all staff to align with and compliment other key documents. Establish robust systems to capture this information on an on-going basis in liaison with other colleagues. Support individual and clusters of academies to understand the analysis and interpretation of this information, ensuring appropriate information security principles are maintained. Provide system and procedural training to key stakeholders to promote good practice and reduce risk to the Trust. To provide guidance and support on managing key Trust wide contracts with the respective lead Trust officer and/or external technical support, ensuring the terms of contracts are fully complied with and that the aims, benefits and value for money of those contracts are fully realised. To develop and co-ordinate an enhanced contract management function across the Trust in conjunction with the other Trust leads contract leads i.e. ICT, Safeguarding, Payroll Develop pragmatic approaches to procurement of all support services' contracts and SLAs; reviewing historical arrangements with contractors to ensure they still provide a value for money approach; ensuring full compliance to EU and UK public sector procurement requirements at all times. To compile reports for the Trust's Executive Leadership Team and Directors on procurement and contract management issues providing clear recommendations. Contribute to the production of other plans and strategies across the Trust, ensuring they utilise relevant and accurate data Maintain an accurate and up to date register of all live contracts in order to provide a source of information for the Executive Leadership Team and Directors. Maintain the understanding of the changing approaches and guidance nationally such as that provided by the Government's Crown Commercial Services in relation to procurement to support the Trust and its academies contributing to wider policy developments and helping to develop best practice. Develop and maintain positive and collaborative relationships with all of the academies and relevant external partners, agencies and stakeholders. Exchequer Services To oversee the daily operation of the Trust's Exchequer Services Team ensuring the prompt and accurate payment of all invoices and the timely collection of any debts owed to the Trust in line with the Trust's Financial Regulations and monthly financial management timetable. To ensure agreed purchasing limits as set out in the Trust's Financial Regulations are adhered to. To lead with support from the Trust's Finance team a "no order, no payment" policy and centralisation of the Trust's Exchequer function. To undertake the first level review of the Trust's weekly BACS payment run and recommend this to the Trust's Finance team for second line approval. To develop systems and procedures that counter act potential fraudulent attacks against the Trust including, but not limited to, falsifying of supplier bank details, phishing scams and duplicate supplier records. To ensure a diligent and robust counter fraud and corruption culture exists throughout the Trust in terms of procurement, contract and purchasing activity. The successful candidate will be CIPS qualified procurement professional with experience, knowledge and ability with all aspects of the above.
