Management Accountant £24.11 p/h Basildon, Essex This is a temporary role until 01/05/2020. - IMMEDIATE START REQUIRED Pursuit Resources Group are looking to recruit for the position of Management Accountant. Successful candidates will be responsible for the preparation and regular budget monitoring of the General Fund budgets you will be supporting the corporate transformation agenda as well as providing innovative professional accountancy support to a range of front-line and support services. Please note candidates must have previous experience or knowledge of local governemnt finance and/or government policy The main responsibilities for the job include: Development of the Medium Term Financial Strategy. The provision of a business advisory role and guidance on financial matters and support to cost centre managers. Maintenance of corporate financial management systems (FMS) including General Ledger and Purchase Ordering. Development and preparation of the Financial forward forecast modelling. Preparation of the annual budget Preparation of regular budgetary control reports for presentation to the Senior Leadership Team, Members and Committees in support of the Section 151 responsibilities. Providing Members and Officers of all directorates with appropriate guidance and training on financial issues. Support the organisation in the delivery of the Corporate Transformation Agenda, including monitoring achievement of targets. Preparation of information for the completion of the annual statutory final accounts for the General Fund in accordance with accounting practices. Preparation of the annual General Fund budget estimates (in excess of £120 million gross expenditure), to agreed guidance and deadlines to feed into the budget setting process. Regular budgetary control and reporting to senior management and relevant business managers. To include day-to-day liaison on budget and service issues and financial controls. Provision of other financial information to senior management and business managers, as and when appropriate. Responsible for the coordination of the annual review of fees and charges. To be responsible for the accurate completion and despatch of all appropriate grant claims and returns (including government returns) by the due date. To ensure that all monies the team is responsible for that are due are claimed to maximise resources. To maintain the Budget database, regular monitoring and reconciliation against the General Ledger system and to liaise with other departments to resolve any issues or anomalies. Have an up-to-date knowledge of relevant legislation, professional practices and developments and undertake system enhancement and development reviews as required to meet any changes to legislation or service provision. Maintain relevant performance indicators and measures for the team using corporate systems (e.g. Pentana Performance) and support the Finance Manager in interpreting and acting upon the results as appropriate. Assist the Finance Manager in writing reports for the Senior Leadership Team as required and ensure appropriate financial information is provided on all reports generated by other departments. To present estimates and financial performance reports to Committees in line with agreed policies Our client is looking for a candidate who can demonstrate the following skills and experience: An in-depth knowledge of local government finance and general local government procedures. Experience in training others effectively on the use of financial systems and the application of financial procedures. Relevant experience with Financial Management systems, particularly of the General Ledger and its associated feeders. Track record of improving the quality of service to customers. Numerate with experience and ability to analyse large volumes of financial data and to interpret such data accordingly. To be able to assess a dilemma logically and laterally and deal with it accordingly, including knowing when to refer the problem to more senior management. Developed skills in prioritising work for themselves and their team Possess excellent IT skills including technical experience of financial management systems and desk top analytical tools. Experience in producing written reports on complex issues tailored to the needs of different audiences. Ability to cope with personal and organisational pressure, maintaining the quality of contribution when facing conflicting requirements.
