Overview

Our client, an international Real Estate Management & Investment company, are looking for a Technical Services Manager to join their team to manage, promote and be responsible for the efficient operation and maintenance of the technical services and fabric management of a brand new impressive property. Responsibilities People Using tact and diplomacy ensure good tenant communications on all issues relating to the day to day operation of the building and to ensure that all services as required by the respective leases are maintained to the highest possible standards. To establish and maintain a ‘safety first’ culture at the building and to assist the General Manager in the operation of a safety management system. To proactively manage third party contractors, building positive relationships and working in partnership with them to resolve contractual or technical issues. To co-ordinate with the General Manager and HR Department on the recruitment and training of technical and maintenance personnel. To appraise, develop, mentor and succession plan the technical and maintenance team in line with the client’s learning and development policy. Financial To assist the General Manager with the formulation of annual budgets and to ensure that works planned within these budgets are implemented effectively and economically and the programme dates achieved. Responsibility for the tendering and procurement of service contracts and the setting and adherence to, service levels and key performance measurement, to ensure best value and delivery of services. Management of service costs in line with budget (or agreed variances) associated with planned maintenance, projects and repair works. To instruct the raising of purchase order in compliance with the agreed procedures and ensure invoices are processed in a timely manner following the completion of works. Systems and processes Fully responsible for ensuring that the Landlord’s electrical, mechanical, HVAC, public health, life safety, vertical transport, facade access and general services equipment are maintained in accordance with the agreed specifications and all such services operate efficiently at all times. To schedule and monitor the planned maintenance for the building and ensure that all works are carried out efficiently and economically and that the required records are maintained. To plan, coordinate and supervise all project and repair works. To ensure that such works are as per specification and are in the best interest of the Landlord and Tenants. Undertake reviews of contractor’s health & safety obligations and paperwork including (but not limited to) site specific risk assessments, personal protective equipment, works method statements, training records, HV/MV/LV management strategy, contractor competency audits. To carry out regular audits of the maintenance records to ensure compliance with the site policies and procedures and statutory compliance. To regularly inspect all plant, equipment and building structure/fabric and to monitor the progress of remedial works that are implemented. To plan, implement, monitor and review the agreed procedures in respect of water treatment and support the water risk assessment and improvements process. To plan, implement, monitor and review the agreed testing regime for air quality monitoring. To plan, implement, monitor and review the agreed regimes for fire and life safety systems and support the fire risk assessment and improvements process. Undertake regular inspections of the plant rooms, landlord plant and back of house areas record and document deficiencies or hazards and set out a remedial plan to address these. To be the ‘Energy & Carbon Lead’ for the building. Responsibilities to include, (but not limited to), metering, tenant energy billing and compliance with all relevant energy legislation. To ensure that energy and carbon data is analyzed on a regular basis and any necessary action taken to implement savings and/or to ensure compliance with leases and statutory legislation. To take an active role in business continuity and disaster recovery planning and lead the landlords response during technical or non-technical related incidents alongside or in the absence of the General Manager Health & Safety To co-operate with the company so far as is necessary to enable the company to comply fully and at all times with its legal duties regarding health, safety and welfare matters. To familiarise yourself with the company’s Health and Safety Policy and to comply fully at all times with the company’s health, safety, welfare and fire arrangements. To report immediately all accidents involving injuries and illness verbally to your immediate superior and a First Aider and make or have made on your behalf, an entry in the company’s Accident Book. Never to use any machinery, work equipment, dangerous substance, transport equipment, system of work or safety device unless you have been authorised to do so and then only in accordance with any training received by you and any instructions provided to you. Never to perform work you are not qualified to do or have not been properly trained for. Person Specification A relevant professional qualification is desirable (Eng.Tech/I.Eng). Experience of electrical, mechanical and HVAC systems within a large complex property is essential together with a flexible, innovative and hands-on approach. The incumbent should possess good administrative skills and have experience of the design and specification of specialist systems particularly those relating to building services. Technical/systems engineering background and strong computer literacy is essential. A team leader possessing demonstrable staff management skills who can work effectively with people at all levels and is capable of dealing with contentious and challenging situations. Membership of professional engineering institutions such as MCIBSE/MIET would be beneficial. Willing to maintain current all necessary qualifications and certification required to fulfil the role in a professional manner. Capable of proactively building relationships and operational understanding with all levels of occupiers. Competent in handling various degrees of situation within context of own function or specialist matters. Willing to share expertise with colleagues Has knowledge of commercial office CAT A & CAT B fitting out Has previous recent NEBOSH / IOSH experience Has an understanding of ISO 14001/BREEAM-In-Use Willing to maintain current all necessary qualifications and certification required to fulfil the role in a professional manner.
