Health and Adult Social Care is undergoing a period of substantial change, undertaking a four-year Better Lives, Stronger Communities transformation programme to deliver a strengths-based approach to the way services operate. This interim Assistant Director post will be an integral part to how change is achieved and will focus on the following deliverables to support the directorate's aims: To define a proposal for how to structure Commissioning going forward in Health & Adult Social Care, resulting in a diagnostic report to support the proposal's aims To stabilise line management arrangements. The Head of HASC Commissioning currently has a large number of direct reports - the proposal for restructure will include an assessment of how to achieve more streamlined line management to improve performance To provide an overview of the current market within Brighton & Hove of Care Provision. This will require interaction with providers and result in a piece of engagement work to start the conversation about changing to a strengths-based model of community and home care. An assessment will be required of how we can work with our partners to ensure market rates, quality and access continue to meet the needs of the service. To develop insight about how commissioning is supported across BHCC in terms of procurement, contract monitoring and performance and to report back where efficiencies and improvement could be found as a result of co-working or adoption of best practice. To develop a report outlining the commissioning implications of a growth of in-house delivery services in line with BHCC priorities To work across the 4 areas of commissioning to develop a proposal for how efficiencies can be delivered in excess of £50,000. We will need someone experienced in working at a senior level in an adult social care role with a focus on partnership working, market influence and management.
