The Challenge Working right at the heart of Defence, the Defence Estate Optimisation (DEO) Portfolio is a unique initiative tasked with reducing the size of the MOD’s built estate whilst delivering more modern infrastructure to meet future military requirements. It was mobilised in 2016 as one of Defence’s top three priorities and plays a major part in wider Government projects. It’s a fast-paced environment that both support the future Defence capabilities of the country and will influence infrastructure development for years to come. We will invest £4bn over the next ten years in core Defence sites on a range of facilities for Service Personnel and their families releasing many other sites for disposal The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered Job description The Role This is an exciting opportunity for a candidate with an established background in programme management and project delivery who is now looking to further develop their career. We are looking for a senior practitioner who can effectively manage the delivery of their allocated sub-programme to a set timeline and budget. They will need to effectively manage and support a project team and engage with multiple internal and external stakeholders in a fast paced working environment. Responsibilities Main Responsibilities • Manage, set up and deliver an allocated sub-programme of work, effectively managing programme risks and dependencies and working within a delegated budget • Establish, line manage and develop the project team, providing guidance and coaching where required • Problem solve and escalate any issues that arise, liaise with a variety of senior stakeholders, provide reports and detailed information as required • Review and ensure Business Cases are compliant and meet required standards • Co-ordinating and, where appropriate, de-conflicting numerous Defence Lines of Development (DLODs) impacting on Defence Estate Optimisation (DEO) to maintain momentum and avoid duplication • Liaise with DIO Acquisition & Disposals to verify progress on disposals and link to DEO re-provision Essential Knowledge 1. Managing Successful Programmes Practitioner or equivalent qualification 2. Experience of writing or overseeing Business Cases. 3. Experience of the Portfolio, Programme and Project Management (P3M) Professional Competence Framework 4. Professional/Technical Expertise 5. Understanding & Complying with Statutory, Regulatory & Professional Requirements Desirable Prince2 or APM Practitioner or equivalent This role will form part of a developed programme and as such candidates will require an understanding of programme and project fundamentals to be suitable for this post. Travel Requirements Post holders will be required to travel to the sites covered by the post on a regular basis and some visits may involve overnight stays. Some sites are difficult to access via public transport.
