Overview

Main purpose of the role: Receive and read all documentation entering the Major Incident Room indicate any content to be indexed on Messages, Electronic Transmissions, House to House (HtoH) questionnaires, personal descriptive forms (PDFs), any bespoke questionnaires and any Action result text, in order to check that it has been correctly completed, assess whether fast-track actions should be raised and to be totally up to date with the state of the enquiry. The post holder will also be expected to perform other HOLMES functions, and perform outside investigative duties as required. There will be regular contact with investigating officers to discuss the content of documentation with the officer. Main responsibilities: Receive and read all documentation entering a Major Investigation Room (MIR) including returned actions and accompanying documentation from enquiry officers and other documents, assessing documents for security levels, priorities and Government Protective Marking Scheme and prioritising all documentation, updating the Senior investigating Officer (SIO) immediately of any important developments, thereby directing the enquiry in accordance with the SIO's Main Lines of Enquiry, in order ensure that the enquiry remains focused, productive and to effectively manage costs. Receive and quality assess all documentation, identify all investigative opportunities, raising actions, which would directly lead to the identity of either the suspect or the victim and assist in the successful outcome of the investigation, in order to ensure the efficient and timely progress of the enquiry, including assessing the initial priority given to a document, revising if necessary, reviewing and quality controlling the work of Investigators undertaking complex enquiries, and forwarding all marked up documents to the index section, ensuring that their status has been updated. Move returned actions to the action complete queue on HOLMES 2, providing an indication of their current location and, when satisfied that an action is complete, indicate this on the action form and forward it for registration together with any accompanying documentation and return all confidential or restricted documents to the enquiry office for safekeeping, ensuring that any copy documentation issued with an action is returned with it, in accordance with GPMS. Assess actions to eliminate persons, as defined by the SIOs policy, indicating on the action the appropriate elimination code to be entered on the nominal record and inform the action manager of any actions which may be pended or suggested for referral, in order to ensure that enquiries can be effectively focused and that persons are not inappropriately eliminated from enquiries. Assess all documentation received for security issues, indicating the marking required under the Government Protective Marking Scheme, forwarding all documents received for registration on the HOLMES system, in order to allow the Major Investigation Room HOLMES staff to progress the enquiry. Receive and read messages, electronic transmissions and HtoH questionnaires, PDFs and any bespoke questionnaires, raising actions, indicating and underlining those parts of the document to be indexed, maintaining a complete knowledge of the investigation and its direction, advising and updating the SIO and relevant individuals as appropriate immediately of any important development(s), giving briefings if required, attending all briefings held by the SIO, in order to ensure relevant lines of enquiry are pursued to achieve a successful outcome. Read and assess the content of the document to be marked up, underlining or highlighting the content of the document to be indexed, indicating which index records or documentary cross-references are to be created or updated, ensuring that all such work is completed in accordance with the major Investigation Standardised Administrative Procedures (MIRSAP) 2005, enabling the efficient retrieval of documentation and information. Provide explicit instructions to raise an appropriate action, assessing the priority of the action, where a line of enquiry is apparent, recording a summary of the document commencing with the subjects name, thus assisting with several areas of HOLMES related interdependent activities within the MIR including list management, file preparation and disclosure, enabling the efficient and effective integration of activities and roles across the MIR.
