Overview

Procurement Business Partner (ICT) required to join a large organisation based in the Oxford area. Reporting to the Head of Procurement, you’ll be ensuring cross functional category strategies are developed in conjunction with all relevant business areas to ensure alignment, deliver value for money and achieve the strategic aims of the organisation as well as ensuring the value of the Procurement function. You will be accountable for the management of spend of c.£45 million for fixed assets, £30 million for operational services and £31 million for IT in non—annual pay expenditure). Your responsibilities will include: Contribute to and deliver the strategic direction for Procurement working with Senior Managers in the relevant areas of the organisation. Lead and manage a category management approach to deliver best value for relevant portfolio, taking ownership and responsibility for the delivery of identified savings within that portfolio. Lead and manage the creation and marketing of Category plans including conducting market research/appraisal exercises in order to identify best value options, and identify where corrective action is needed to ensure procurement issues are managed effectively throughout the procurement cycle. Lead and project manage a range of sourcing activities in support of the category plan. Provide Category Group and Strategic Sourcing insight to enable stakeholders to make informed choices about the way in which expenditure is deployed, optimising value by more effective processes. Identify and implement innovative sourcing approaches to the delivery of projects in order to enhance levels of service and minimize costs, ensuring compliance with the overall Stakeholder strategy and minimising contractual and commercial risk. Lead on continuous improvement activities across a range of areas Lead a portfolio to deliver in line with Service and Contract Specifications Understand key commercial drivers and commercial success criteria for procurements undertaken within portfolio and act as procurement challenge within the procurement governance process. Develop, co-ordinate and lead a team, managing all ‘day to day’ operational issues and personnel matters in order to deliver the Category Plan and the overall Procurement Strategy. Identify opportunities to deliver cashable savings and breakthrough results in quality, performance, service and costs for brought in goods and services. Identify, develop and prepare business cases, reports, committee items and present to the appropriate internal and external stakeholders. Lead and oversee the preparation of procurement saving business cases and present to the appropriate internal stakeholders. Lead the development of positive relationships with senior stakeholders to raise awareness of the benefits of a strategic approach to spend. Provide ongoing strategic advice and support to stakeholders on the management of in-scope contracts and supplier relationships. The successful candidate will have a proven track record of operating in a similar EU procurement regulated environment, have strong ICT category experience, and be able to demonstrable experience at delivering savings to an organisation through effective category management.
