Overview
SC Senior Operational Analyst Bristol 12 Months £TBC Due to the nature of the role, the candidate must hold live SC Clearance. Role Description: Create, manage and maintain the Concept of Analysis; Produce and seek agreement of the relevant Measures Of Merit for COEIA Create, manage and maintain Operational Effectiveness, informed by the SCD (Structured Criteria Developments); Create, manage and maintain the Combined Operational Effectiveness and Investment Appraisal; Running multiple COEIA throughput the process and to inform the ITN and evaluation; ITN development including working with DLOD leads working towards Main Gate Create, manage and maintain the Operational Analysis Support Paper; Provide a Monthly Report detailing Requirements activities conducted, deliverables produced and skills transfer undertaken; Create, manage and maintain further Options Effectiveness documentation and material; Essential Skills: Ability to develop and apply OA assessment frameworks to drive outputs from capability gap analysis, concept of analysis and COEIAs. Experience in benefits and risk analysis, typically through facilitating stakeholder workshops and applying analytical frameworks (such as scenario based analysis). Ability to break down complex decisions into analysable components. Ability to support decision analysis through development of assessment frameworks, including analysis of information exchange capabilities and high level requirements elicitation. Analytical appreciation of business, user and capability drivers, such as Whole Life Costing and equipment scaling and performance. Experience with verification and validation frameworks for ensuring 'fitness for purpose' use of tools, techniques, models and methods. Familiarity with the process and requirements related to client approvals and business cases. (922) Operational Analysis. (924) Risk Analysis. Decision Conferencing / MCDA (multi-criteria decision analysis). Evidence of experience of engaging with business scrutiny and approval community. Domain experience of CADMIT acquisition lifecycle. Developing Measures of Effectiveness to support investment decisions. Production of COEIA. Familiarity with the process and requirements related to client approvals and business cases, including JSP 655 & 507. Experience of generating Operational Analysis Supporting Paper for Cat A project. Desirable/Nice to have: Familiarity with threat analysis and cost analysis. Understanding of Benefits Realisation.
