Parking Policy Officer - Edinburgh Pertemps Scotland Ltd are working with our client in Edinburgh to recruit for a Parking Policy Officer on a temporary basis for 6 Months with potential extension.The role is full time, Monday to Friday and falls within IR35. Salary £37,418 - £45,241The main duties would be: Work with solicitors in the development of policy instructions for the drafting of technical workplace parking levy (WPL) regulations to support delivery of the provisions on workplace parking Reviewing draft regulations as necessary Delivery of regulations within timescales of 12 months to support provisions being available for local authorities to deliver WPL Development of guidance on workplace parking levy to provide framework for delivery of the company, supporting regulations and guidance Preparation for Ministers and policy officials, including the potential for this post holder, to appearing before relevant Parliamentary committees on the topic of workplace parking Development and delivery of standard protocol of consultation on policy to inform regulation on WPL using Citizen space including analysis of consultation responses and published response to consultation Engagement with internal partners on the policy to inform the regulatory provisions to ensure alignment including Department of Planning and Appeals (DPEA) (Examination), Roads Directorate (Low Emission Zones and parking policy) and with colleagues developing the Transient Visitor Levy (TVL) Engagement with external partners to inform development of regulations and guidance Establishment of working group with representatives to inform the development of the regulations including technical aspects relating to the delivery of workplace parking levy by local authorities Leading and supporting engagement at a senior level on workplace parking levy given the high profile nature of topic within the Company including providing Ministerial support as appropriate Draft correspondence responses, providing responses to requests for briefing, parliamentary questions, weekly FMQs etc Essential Skills: Excellent verbal and written communication skills, including the ability to communicate complex messages to a different audiences. Ability to respond to challenging questions from a range of stakeholders Experience of policy development/delivery and/or legislative drafting, specifically within the broad regulatory context of licensing, charging and enforcement Demonstrate ability to plan and deliver programme of activity to support delivery of high profile task in challenge timescales Ability to engage confidently at all levels including at senior level, demonstrating political awareness, and able to show leadership of specialist topic and to communicate technical areas clearly, concisely and effectively Security checks Disclosure Scotland Certificate This job was originally posted as www.totaljobs.com/job/89869302
